Chief School Business Official / Assistant Superintendent – Finance and Operations

Prepares and implements a long‑range financial strategic plan aligned with the Board of Education’s goals and vision.

Develops budget guidelines, coordinates the preparation of the annual District budget, and assists administrators in review and forecasting.

Presents and interprets budget information to the Board of Education and community.

Monitors expenditures and revenues, prepares periodic financial statements, and recommends budget amendments as needed.

Ensures compliance with all legal and regulatory financial reporting requirements.

Establishes and supervises accounting and financial reporting systems for all District funds and activities.

Implements internal controls to ensure fiscal accountability and accuracy.

Oversees preparation of required state and federal financial reports and coordinates annual audits.

Implements audit recommendations promptly and monitors corrective action.

Monitors accounting for school activity funds and ensures proper management of internal accounts.

Directs and supervises the purchase, maintenance, and inventory of supplies, materials, and equipment.

Ensures compliance with legal bidding requirements and promotes cooperative and bulk purchasing to maximize cost efficiency.

Develops specifications and reviews bid documents and contracts.

Maintains a fixed asset inventory for insurance and control purposes.

Oversees payroll, benefits administration, and staff accounting functions.

Prepares financial data to support collective bargaining and negotiations.

Monitors salary schedules, benefit programs, and personnel‑related budget data.

Advises on financial implications of personnel policies and contracts.

Establishes procedures for recordkeeping and retention in compliance with audit and legal requirements.

Develops and maintains operating procedure manuals to support efficient workflows.

Develops and implements a comprehensive plan for the total school business services program.

Maintains systems and processes for procurement including centralized contract management and purchase order approval levels.

Ensures implementation of Board policies related to fiscal and operational management.

Stays current with laws, trends, and best practices in school business administration.

Coordinates student accident, liability, automobile, property, and workers’ compensation insurance programs.

Recommends insurance coverage levels and manages claims and renewals.

Implements procedures for loss prevention and risk mitigation.

Participates in facility planning and construction projects, including site selection, design, and project management.

Coordinates with architects, engineers, and construction managers.

Reviews and approves construction‑related contracts, invoices, and change orders.

Ensures compliance with all legal, safety, and environmental standards.

Oversees all food service operations and contracts.

Ensures compliance with state and federal guidelines for meal programs, including free/reduced‑price meal eligibility.

Monitors nutrition, quality, and financial performance of the food service program.

Develops and implements policies and training programs to promote workplace safety and environmental awareness.

Serves as advisor to the Superintendent and Board of Education on financial matters.

Ensures that business and financial services align with and support instructional goals.

Participates in administrative meetings, professional development, and school business associations.

Oversees the additional departments including Building and Grounds and Information Services.

Performs other duties as assigned by the Superintendent.

Start Date July 1, 2026

Work Calendar 12‑month, 260 day position

Salary $185,000 – $200,000 / year, commensurate with experience

Requirements

Valid Illinois Professional Educator License

Chief School Business Official Endorsement at the time of application

Prior experience as a Chief School Business Official required
