What You Will Do Job Summary

The Senior Behavioral Scientist is a strategic leader responsible for designing, executing, and interpreting behavioral and human factors research to support regulatory submissions, including PMTAs. This role focuses on understanding consumer behavior, product use patterns, abuse liability, and public health impact.

Lead the behavioral science regulatory research activities for the assessment of Next Generation Products (NGPs), ensuring data is compliant with FDA requirements.

Design and oversee behavioral studies (e.g., TPPI, Actual Use), including protocol development, data collection tools, and statistical analysis plans.

Author and manage the “Effect on the Population as a Whole” section of PMTAs, integrating behavioral evidence to support net public health benefit.

Direct external research partnerships and CROs, ensuring scientific rigor and regulatory alignment.

Oversee the operational management of behavioral research and supervise the reporting and interpretation of study outcomes. Analyze both quantitative and qualitative data to identify behavioral patterns and trends.

Engage with external research initiatives and consultants to shape the behavioral scientific framework. Create evidence‑based narratives for scientific conferences and publications to expand scientific engagement.

Monitor evolving FDA guidance and behavioral science methodologies to inform regulatory strategy and study design.

Provide expert consultation to internal teams on behavioral science principles and their application to product development, marketing, and regulatory planning.

Qualifications Required Minimum Qualifications:

Education: A Ph.D. or Master’s degree in a relevant field such as Behavioral Science, Psychology, Sociology, Public Health, or a related discipline.

Experience: Minimum 7+ years conducting behavioral research in a regulatory or public health setting.

Proven leadership in designing and managing studies that address complex behavioral and regulatory questions.

Direct experience with FDA’s regulatory framework, including submissions.

Advanced statistical analysis and behavioral data interpretation.

Strong scientific writing and presentation skills for regulatory submissions and external engagement.

Effective project management and cross‑functional leadership.

Preferred Qualifications:

Experience with PMTA‑specific studies, such as Tobacco Product Perception and Intention (TPPI) or Actual Use studies.

Experience conducting submission‑related behavioral studies in other regulated industries (e.g., pharmaceuticals, medical devices, consumer health).

Familiarity with FDA’s Electronic Submissions Gateway (ESG).

Publication record in peer‑reviewed journals.

Experience managing CROs and external research collaborations.
