Position Summary The Procurement Manager is accountable for strategic sourcing, bulk buying and category management for goods and services supporting Property Operations. The primary focus is on bidding, negotiating master service agreements (MSAs), developing scopes of work and building a strong vendor database. This role ensures standardized cost‑effective, and compliant procurement practices while fostering strong vendor relationships, leveraging national contracts and capturing rebate opportunities. Responsible for managing a minimum of 4‑6 major trades across the portfolio. This position requires proactive vendor development, strong contract management skills and relationship building.

Base Pay Range $81,563.07/yr - $95,156.92/yr

Essential Functions

Lead strategic bidding and negotiations of MSA contracts across Property Operations, ensuring consistency, compliance and competitive pricing.

Develop, refine, and standardize scopes of work and bid sheets across categories (HVAC, cabinets, electrical, roofing, countertops, plumbing, etc.).

Implement purchasing programs and ensure all regions maintain the programs consistently.

Develop policies and procedures as needed.

Build and maintain a comprehensive vendor database and subcontractor list, ensuring depth of qualified suppliers in each region.

Actively update and manage Eden’s “Preferred” vendor list.

Create a new vendor onboarding qualification policy, including price checks, references, and areas of service.

Lead strategic sourcing initiatives and seek out new qualified vendors to broaden and strengthen supply options and reduce risk, bid to a minimum of 6 new vendors or suppliers annually.

Serve as point of contact and relationship manager for Eden Housing and its network of vendors and suppliers across managed categories.

Partner with Operations to align specifications and ensure requirements are met.

Collaborate with Development as needed to align with Eden standard specifications as new standards become available, ensuring standards are embedded early.

Incorporate managed categories into property standard spec book.

Manage contracts and rebates.

Collaborate with Sustainability on any cross‑over categories where vendor management and specification are required.

Work closely with Property Operations teams to ensure compliance with Eden’s purchasing programs.

Review and stay abreast of current industry trends related to purchasing for affordable housing.

Consistently maintain a professional courteous attitude when dealing with coworkers, vendors, and the public.

Work extended hours as necessary to meet deadlines.

Run reports as needed to compare costs.

Attend a minimum of two industry networking events annually to identify new suppliers and track market trends.

Required Qualifications

5+ years of procurement, purchasing or sourcing experience, including contract negotiations and contract management.

Experience in property management, multifamily housing procurement or purchasing, construction or facilities. A minimum of seven years of progressive experience as a Purchasing or Supply Chain Manager, including bids and contracts, and vendor management.

Proven ability to develop vendor strategies and negotiate favorable contracts.

Proven track record meeting substantial cost reduction targets.

Proficiency with ERP/purchasing systems and Excel‑based bid analysis.

Proven success in collaborating across functional areas.

Ability to identify and implement process improvement opportunities.

Preferred Experience

Multifamily housing, affordable housing, or property management procurement experience.

Experience bidding and negotiating Master Service Agreements (MSAs) and contracts across multiple trades.

Strong background in vendor management.

Experience with category strategy and sourcing in both recurring services (unit turns, maintenance) and capital/rehab projects.

National contract negotiation and rebate program management.

Yardi and Yardi Marketplace experience a plus.

Proven ability to deliver cost savings through competitive bidding, value engineering, and supplier consolidation.

Ability to perform these operations using units of American money and weight, measurement, volume, and distance. Ability to calculate figures and amounts such as discounts, interest, commissions, perorations’, percentage, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
