Director, PASSport Data – NYC Administration for Children’s Services
Salary:
$110,067 – $158,346.00 (per year)
This position is open only to permanent candidates with a Civil Service title of
Administrative Staff Analyst .
The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare, juvenile justice services, community supports, foster care and subsidized childcare vouchers. The Division of Financial Services (DFS) oversees financial operations, budgeting, state and federal compliance, and payment processing. Within DFS, the Payment unit manages the Academy’s Human Services Payments through the PASSPort procurement system.
Typical Duties Include
Oversee and supervise a team of PASSPort Payment and Efficiency Specialists.
Master the operation of the data systems used to gather and report payments in PASSPort.
Run analytics tasks—queries, analyses, and reports—using quantitative methods and clear presentation.
Extract, transform, load data from PASSPort, MS Access, Power BI, FMS, and other sources for analysis.
Clean, validate, and reconcile data to ensure accuracy and consistency through quality checks.
Lead analytical projects to enhance prompt payments to health and human service/vendor contracts.
Conduct quantitative and qualitative analyses to identify trends and improvement opportunities.
Report program performance indicators to executive stakeholders, including the Mayor’s Office for Nonprofit Services.
Provide end‑user training, documentation, and support for metrics and processes.
Generate ad hoc reports and analyses for special projects, including drafting talking points and presentations.
Evaluate data quality and ensure analyses reflect current industry standards.
Lead team members and collaborate to develop novel strategies for data and technical analysis.
Liaise between ACS divisions, city agencies, MOCS, vendors, and other entities as appropriate.
Work closely with the Payments team and other data research teams to build knowledge of data sets prioritized by the Mayor.
Report discrepancies and issues to the Executive Director.
Minimum Qualifications
A master’s degree in economics, finance, accounting, public administration, statistics, or a closely related field **and** at least two years of full‑time professional experience in budgeting, financial administration, operations research, personnel or public administration, or related areas; 18 months of that experience must be in an executive, managerial, administrative, or supervisory capacity.
—or—A bachelor’s degree **and** four years of professional experience in the areas described above, including the required 18 months of supervisory experience.
Preferred Skills
High proficiency in Microsoft Excel, Word, Outlook, and processing vouchers in FMS.
Familiarity with Comptroller Directives, city procurement regulations, and the PASSPort system.
Strong organization, communication, and presentation skills.
Additional Information Section 424‑A of the New York Social Services Law requires that a candidate with child‑caring responsibilities be investigated for any past child abuse or maltreatment reports.
