Program Medical Director - Forensics**Job Overview****Location/Schedule:** The position is located at the Hope Center building located in SE Portland, OR. The schedule for this position is Monday, Wednesday, and Thursday, 8:30 a.m. to 5:00 p.m.**Position:** Program Medical Director**Program**: Forensics**Cascadia’s Mission and Vision:****Mission**: Cascadia Health delivers whole health care – integrated mental health and addiction services, primary care, and housing – to promote hope and support the well-being of the communities we serve.**Vision**: We envision a community where everyone benefits from whole health care, experiences well-being, and has a self-directed, connected life.**Position Description**: The Program Medical Director is responsible for overseeing the planning, implementation, and evaluation of Cascadia’s medical programs.

This position helps ensure the delivery of high-quality client care and effective medical services. This position may provide additional one on one support to those we serve. This position must understand, appreciate, and respect the differences within our Cascadia community.

As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.**Compensation:** Varies by credential/experience and is pro-rated to FTE.* ## **PMHNP/DNP:** $176,657/yr. to $194,320/yr.* ## **MD/DO:** $283,660/yr. to $312,034/yr.**Essential Responsibilities***This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position.

Management reserves the right to modify, add or remove duties as necessary.***General:*** Coordinate on agency issues, with a focus on whole health care, with other Program Medical Directors, including regular meetings with the Lead Program Medical Director for Cascadia.* Provide appropriate and high-quality mental health care to clients that are consistent with community standards, including but not limited to, psychiatric assessments, medication consultation and education, medical necessity and monitoring of outcomes.* Work cooperatively with other treatment team members in the service of client* Work cooperatively with external care providers and support system members in the service of clients.* Provide case consultation to Cascadia clinicians.* Determine medical necessity and appropriateness of mental health services for clients across programs.* Manage and oversee LMP coverage when needed.**Regulatory & Compliance:*** Comply with laws, regulations, policies, and procedures under which the program and company operates.* Comply with and manage relevant Contracts, Memorandum of Understanding (MOU), and Grants.* Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.* Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations, and billing requirements.* Adhere to mandatory abuse reporting laws and HIPAA requirements.* Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.* Complete assigned employee training in compliance with program and company requirements.* Provide guidance, support, and training to staff in alignment with company mission and values.* Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.* Utilize Quality Improvement (QI) principles to integrate best practices into the day-to-day operations, including Trauma Informed Care and Motivational Interviewing.**Supervisory Oversight:*** In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia’s mission and maintains strategic growth.* Facilitate multidisciplinary staff meetings and training with program to discuss safety concerns, crisis management, complex client needs and risks and critical incidents.* Ensure completion of personal and team documentation as required by assigned programs.* Establish work plans and priorities for staff members, assess the progress of staff members.* Ensure completion of administrative tasks per organizational policies and procedures.* Provide consistent supervision and support for direct reports.* Promote and ensure completion of annual training requirements.* Demonstrate commitment to continuing professional development.**Leadership:*** Take the initiative in thought leadership, innovation, and creativity.* In collaboration with leadership team develop, review and revise clinical guidelines and operational workflows; as well as set annual goals and objectives aligned with Cascadia’s mission.* Create, model, and maintain a work culture that supports Cascadia’s Values.* Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.* Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.* Perform other duties as assigned.**Qualifications****Education:*** Required: Certification (or eligibility for certification) by the American Board of Psychiatry and Neurology* Must have an active state medical license, including maintenance requirements and DEA certification.**Experience:*** Required: A minimum of five years of clinical experience. A minimum of two years supervisory experience.* Preferred: Experience within a Community Based Safety net organization.**Specialized Knowledge, Skills, and Abilities:*** Understand the unique clinical needs of individuals served with complex medical conditions.* Strong leadership and communication skills* Understand the recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies.* Understand and align with harm reduction philosophies, cultural responsiveness, and trauma informed care.* Operate computer hardware and software at a level needed to effectively perform job functions.**Other:*** Must have the ability to travel to multiple locations throughout the Portland Metro area.* Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current.**Working Conditions****Environmental:** Work is performed in one or more of the following: administrative and clinical offices, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.**Mental Demands:** The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
