HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. The administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion, the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis—addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team Division of Tenant & Owner Resources administers rent subsidy programs such as Section 8 and the Housing Choice Voucher (HCV) program, providing funding to eligible low-income families for rental assistance toward decent, safe, and affordable housing. Families pay approximately 30% of their income toward rent; HPD pays the difference directly to the owner. The unit must have rent that is determined reasonable and affordable by HPD and must meet federal Housing Quality Standards (HQS) to be approved.
Your Impact Project Assistants in the Division of Tenant and Owner Resources are expected to perform case management functions to provide essential services to assist and expedite Section 8 vouchers to HPD clients. Services may include meeting with groups in-house, attending workshops or community events, and participating in tenant activity programs to coordinate functions that improve tenant–management relations and encourage participation in Section 8 dealings. Assistants also complete duties to ensure participant cases are accurately screened and reviewed for completeness and compliance with Federal HUD Rules and Regulations.
Your Role
Manage a caseload of assisted or applicant households.
Initial voucher application screening.
Determine and verify eligibility.
Assist with preparing reports, charts, and other analyses for tracking and monitoring income adjustments, family composition, and changes that may alter client subsidy.
Coordinate, monitor, and implement HUD policies and procedures to review Section 8 client cases and ensure city customer service mandates are met.
Assist with special projects that may require research, PowerPoint presentations, and operational analysis.
Conduct client briefings (internal and external meetings).
Perform community outreach to assist Section 8 participation.
Collaborate with other HPD units such as Fiscal and Development.
Prepare and send correspondence, tracking responses via mail and email.
Perform duties assigned by the Coordinator, Deputy Director, and/or Director.
Document case files and electronic records; prepare files.
Calculate rent.
Review yearly recertification of household composition and income/asset information.
Attend mandatory trainings.
Preferred Skills
Excellent communication skills (both oral and written).
Strong customer service focus.
Computer proficiency.
Bilingual communication is a plus.
Section 8 or other rental subsidy experience is a plus.
Minimum Qualifications
High school graduation or equivalent and three years of experience in community work or community‑centered activities in an area related to the duties described above; or
Education and/or experience equivalent to the above.

New York City residency is generally required within 90 days of appointment.
