The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed.
Your Impact The coordinator for the Legal Support Unit (LSU) in the Division of Tenant and Owner Resources reports directly to the Director of the Legal Support Unit. The coordinator supervises and coordinates the work of court liaisons that respond to housing court subpoenas and inquiries. The role may appear in housing court, meet with tenants, owners, attorneys, advocates, judges, management firms, and related parties to provide information and documentation concerning HPD HAS rental subsidy program rules, regulations and policies. The coordinator ensures court liaisons respond and appear in court timely, provides accurate and clear information, prepares records for FOIL requests, monitors the LSU court calendar, telephone hotlines and email accounts, runs reports to monitor productivity, reviews power of attorneys, and works with other city agencies.
Responsibilities
Work independently and manage own workload
Train, manage and ensure staff compliance with HPD rent subsidy administrative plans, policies, federal regulations
Public communication with owners, tenants, attorneys, advocates, community leaders and governmental entities
Supervise staff, approve timesheets, conduct performance appraisals, provide feedback, and handle disciplinary actions per HPD policies
Provide guidance to staff reviewing cases, including application screenings, eligibility determinations, HAP contract preparation, client briefings, rent calculations, filings, reexaminations, and client transfers
Analyze complex cases, document findings, communicate results, and ensure adherence to procedures
Review legal and financial documents
Lead special projects and initiatives as determined by management
Assist with document transfers and verification for NY Supreme Court submissions
Conduct conferences with tenants and advocates for cases settled through litigation
Work with senior management to implement best practice operations
Attend meetings, conferences and trainings as required
Represent the division at community events and workshops
Work evenings and weekends as necessary
Preferred Skills
Excellent written and oral communication
Computer proficiency: Word, Excel, PowerPoint, Access and HPD databases (SMS, Emphays ELITE, DDMS)
Strong analytical, interpersonal, and organizational skills
Experience appearing in NYC housing court and responding to subpoenas regarding HPD rental subsidy programs
Experience responding to inquiries from advocates, attorneys, judges, tenants and property owners
Knowledge of NY eCourts and NYSEF for court case information
Knowledge of HPD rental subsidy programs or Section 8 subsidy preferred
Bilingual a plus
A NYS driver’s license preferred
Minimum Qualifications
Baccalaureate degree and two years of community work related to duties, or
High school graduation and six years of community work related to duties, or
Equivalent education/experience as above; all candidates must have at least one year of experience as described in (1)
Additional Information Public Service Loan Forgiveness: Prospective employees may be eligible for federal loan forgiveness programs and state repayment assistance. Residency Requirement: New York City residency is generally required within 90 days of appointment, with some extensions for certain titles.
