We support Durham's growth and enhance quality of life through innovative civil engineering projects. This position involves providing professional civil engineering design, contracting support, and construction oversight for Public Works’ Capital Improvement Program (CIP) stormwater infrastructure projects, including roadway, water, and sewer systems. Responsibilities include performing design calculations, developing construction drawings, and obtaining permits. The role requires independent evaluation, judgment, and applying engineering criteria to resolve problems and make recommendations. Assistance with contract development and project management is also expected. The role focuses on planning, design, and engineering of stormwater systems, permitting, assisting with bidding, and overseeing construction and professional services projects. A strong understanding of hydrology, hydraulics, and proficiency in AutoCAD Civil 3D are essential. Additional duties include supporting staff, engaging with citizens, coordinating with stakeholders and agencies, attending project meetings, and developing engineering skills. Work is supervised by a licensed professional. Investigate stormwater issues through data review, inspections, stakeholder meetings, and video/photo analysis. Develop project scope, explore design options, conduct cost analysis, and communicate plans with residents and stakeholders. Produce construction drawings for CIP projects. Assist with project coordination, management, and contract administration; develop cost estimates; prepare documentation; manage bidding; evaluate risks; review submittals; ensure schedules, budgets, and compliance. Design and oversee construction of stormwater projects; prepare plans, conduct inspections, evaluate, and ensure compliance with standards and regulations. Manage project funds, forecast costs, review documentation, and coordinate with management and legal teams to resolve technical issues. Conduct final inspections, evaluate projects, prepare documentation, and coordinate with contractors and staff for compliance and project closure. Provide customer service, coordinate with internal and external stakeholders, attend meetings, review technical documents, and ensure regulatory compliance. Handle project documentation, reviews, permits, and certificates; maintain databases; prepare reports; process invoices; ensure accuracy and compliance. Assist in guiding paraprofessional staff involved in engineering inspections. Obtain rights-of-entry and coordinate easement acquisitions. Perform other similar duties as assigned. Minimum Qualifications: Bachelor’s degree in engineering or a related field or equivalent experience. One year of engineering-related experience, including internships. Valid North Carolina Class C Driver’s License with a satisfactory record. Preferred Qualifications: Engineering-In-Training (EIT) or Engineer Intern (EI) certification. Experience with stormwater engineering software, AutoCAD Civil 3D, ArcGIS. Knowledge of stormwater modeling software such as watershed hydrology and storm sewer systems. Proficiency in Word and Excel.
