Base Pay Range $110,000.00/yr - $130,000.00/yr

Job Summary VSolvit is seeking a Mid‑Level Database Administrator (DBA) to provide Information Technology Engineering and database support services to the Naval Sea Systems Command (NAVSEA). The DBA will manage, secure, and optimize enterprise Oracle‑based environments supporting mission‑critical Navy applications. This role requires strong technical expertise in Oracle Database and WebLogic administration, patching, monitoring, and compliance with Department of Defense (DoD) cybersecurity standards. The ideal candidate will be proactive, detail‑oriented, and capable of supporting both daily operations and long‑term modernization initiatives in a secure Navy environment.

Responsibilities Database & System Administration

Provide full System Administration and Database Administration support for Production, Development, NCN, and Test environments

Administer and maintain Oracle Database 19c, Oracle WebLogic 12.2.1.4, Oracle Enterprise Manager (OEM) 13.5, Oracle Access Management (OAM), Oracle HTTP Server (OHS), Coherence, and related components

Perform database backups (impdp), exports, imports, data refreshes, and movement of backups to external tapes

Maintain and update test and development server systems at the contractor facility

Deploy TSM WAR files to WebLogic and apply database schema updates across all environments

Security, Compliance & Vulnerability Management

Apply and maintain DISA Security Technical Implementation Guide (STIG) compliance for Oracle Database and WebLogic servers

Implement Oracle Critical Patch Updates (CPUs) and security patches across all Oracle components

Install and maintain Tenable Security Center (SC) and Nessus software to support ACAS vulnerability scanning across Development and NCN systems

Download ACAS weekly vulnerability reports from CODEC and distribute results to TSM team members

Monitoring, Optimization & Capacity Planning

Configure and maintain OEM for monitoring, alerting, and performance tuning

Perform capacity planning across all database environments and coordinate additional storage requests with DC2HS

Assist analysts with complex tuning, schema refinement, and query optimization

Provide criteria, requirements, and solutions related to database monitoring and health checks

Patching, Upgrades & Configuration Management

Plan, test, and execute upgrades of Oracle Database, WebLogic, OEM, OAM, OHS, and Java components ahead of end‑of‑support deadlines

Coordinate with Linux Administrators and TSM developers to ensure cross‑platform software compatibility during upgrades

Participate in projects to ensure database compliance with configuration standards and Authority to Operate (ATO) requirements

Documentation & Cross‑Team Support

Establish and maintain documentation, rules, and procedures governing data sharing with developers, project teams, and stakeholders

Generate database and performance reports; support accreditation and audit documentation

Analyze application and programming requests, develop recommendations, and provide estimates

Provide report‑writing support, including data queries for accreditation and operational reporting

Collaborate interdepartmentally, frequently serving as a project team member

Offer supplemental technical support for Red Hat Enterprise Linux (RHEL), Fortinet firewall appliances, and VMware environments

Basic Qualifications

Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field

Minimum of three (3) years of relevant database administration experience

Hands‑on experience administering Oracle databases and WebLogic environments

Knowledge of database performance tuning, indexing strategies, and query optimization

Experience with backup/restore technologies, high‑availability configurations, and OEM monitoring

Experience applying DISA STIGs, DoD patching requirements, and supporting cybersecurity compliance

Strong analytical, quantitative, and troubleshooting skills

Excellent oral and written communication abilities

Ability to work independently and collaboratively within a mission‑focused environment

Must be a U.S. Citizen

Ability to obtain and maintain a DoD SECRET security clearance

If applicable: If you are or have been recently employed by the U.S. government, a post‑employment ethics letter will be required if employment with VSolvit is offered

Preferred Qualifications

Experience in Navy, NAVSEA, or DoD IT environments

Familiarity with NAVSEA operational and cybersecurity requirements

Experience with Oracle Database, WebLogic, OEM, and enterprise application stacks

Knowledge of Java, J2EE, JSF, PrimeFaces, and related development frameworks

Experience with Red Hat Enterprise Linux (RHEL 8), Windows Server, and virtualization technologies

Experience with Visual Studio, C#/.NET, MS Access, and Eclipse IDE

Background supporting enterprise web applications and database‑backed systems

Prior experience with process improvement methodologies
