Facility Security Officer (FSO)

Position Description The Facility Security Officer (FSO) is responsible for managing and executing all aspects of the National Industrial Security Program (NISP) to ensure full compliance with the National Industrial Security Operating Manual (NISPOM), DoD regulations, customer requirements, and company policies. This role oversees industrial security operations for a possessing facility, maintains strong relationships with Defense Counterintelligence and Security Agency (DCSA) representatives, and ensures a robust security posture that protects classified and proprietary information.
Responsibilities and Duties
Prepares/updates facility security manuals and briefings
Prepares, coordinates, and conducts security awareness, training and educational programs for all employees (cleared and uncleared) ensuring compliance and support of the National Industrial Security Operating Manual (NISPOM), customer requirements, and company policy
Interprets and implements security requirements outlined in DD 254s and prepares subcontractor DD 254s
Conducts initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, specialty briefings and refresher briefings
Prepares, implements and maintains plans for protection of proprietary company information
Oversees badging of employees, visitors, consultants and representatives
Maintain visitor control functions and verify visit authorization requests (VARs) of incoming guests
Ensures access to classified information is limited to appropriately cleared personnel with need to know
Coordinates, submits, and confirms employee security clearances via DISS/NBIS, initiates and reviews eAPP/SF-86/PVQ documentation
Ensure security records and files are complete and up to date with required documentation
Maintains DISS/NBIS/SWFT/NISS accounts, processes initial, 5-year CV Updates and RSI investigation requests, submits visit requests, and processes CSRs and Incident Reports as required by SEAD 3 and DCSA and/or customer officials
Maintains the SMO's NISS account; submits facility clearance package as needed
Completes DCSA annual security self‑assessment, prepares Self‑Assessment Certification letter for SMO's signature and submits via NISS
Prepares the facility for required annual DCSA Security Review, maintaining a strong security process and clean record of no security violations
Maintains interactive relationship with DCSA representatives, prime and subcontractor FSOs, and government representatives
Participate as a member of the Decision Tech Insider Threat Working Group and complete InT training as assigned
Stays current with FSO training and security requirements as directed by DCSA as well as with all national security violations and potential threats to employees and their confidential information
Provide additional ad hoc support to corporate as requested
Required Qualifications and Skills
Must be a US Citizen
Bachelor's degree or equivalent combination of education and experience
Must have an active Secret clearance
DCSA FSO Certification for a Possessing Facility
Analytical ability to understand and interpret DoD and company security policies and procedures and use considerable judgment in applying them to individual situations
Working knowledge of the NISPOM, SEAD 3 reporting, and other relevant security standards
Self‑starter with the ability to work independently
Exceptional attention to detail, communication and interpersonal skills
Other Requirements
5+ years of experience with industrial security, proficiency with DISS/NBIS/NISS/SWFT and a working knowledge of 32 CFR Part 117 (NISPOM).
Knowledge of open storage requirements and experience in management and document control of large items in an open storage environment
Experience with Information System Security Management is required
