The contract administrator is responsible for the accurate, timely, and efficient direction of the accounts receivable department and the administration of public and private contracts upon award.

Job duties

Review contracts and determine proper billing; due date and proper forms required as specified by client.

Supervise and direct bill preparation prior to submitting to client for payment.

Coordinate work between accounts receivable and engineering departments.

Coordinate activities between accounts receivable and construction management departments.

Verify quantities submitted on daily reports for hourly and contract accounts prior to billings. Prepare work on hand report and monthly accruals report.

Review all accounts receivable and assist construction management department with the vigorous collection procedures to collect all delinquent accounts, advising the chief executive officer and construction management of all accounts overdue or any unusual circumstances concerning an overdue account.

Assist company in matters requiring legal advice due to contract conflicts.

Study and be knowledgeable of all local ordinance and laws concerning construction and related activities to ensure laws are taken into consideration during the bidding process.

Establish and maintain customer relations through timely servicing of clients and the promotion of the company’s name and reputation.

Position may have construction management responsibilities. Refer to the construction management job description if this is applicable.

Direct all staff personnel in the following areas: using equipment in a safe and proper manner, improving job performance, controlling cost and quality work, increasing productivity, improving communications, selecting training and developing personnel and adhering to policies and procedures.

Cooperate with the human resources and risk management departments being knowledgeable as to all aspects of safety, OSHA, Equal employment, and affirmative and insist upon compliance among all assigned personnel.

Conduct periodic evaluations of departmental staff, discussing their contributions to the company, their development and possible pay adjustments.

Assist executive committee with long range planning and fiscal responsibilities.

Confer regularly with the chief executive officer on progress and problems requesting advice and counsel as needed, carry out additional duties as assigned by the chief executive officer and /or executive committee.

Knowledge Broad knowledge of heavy highway construction and knowledge and ability to read and interrupt legal contracts.

Experience Over 3 years and up to and including 5 years to become familiar with different aspects of heavy highway construction, administering public and private work contracts of large scale.
