Areas of Responsibility and Job Requirements Responsible for assisting the General Manager (GM) in the oversight of all operational aspects of a particular development/asset. The AGM will assume partial operational control of the asset in the absence of the GM.
Responsibilities include, but are not limited to:
Supports the GM with the implementation of regulatory compliance efforts and leasing coordinated efforts (i.e., continuous occupancy management, logistical coordination of move‑ins/vacates/turnover)
Oversees and implements site‑specific operational policies and procedures to ensure maximum performance by all employees
Responsible for the implementation of regulatory compliance efforts and leasing coordinated efforts (i.e., continuous occupancy management, logistical coordination of move‑ins/vacates/turnover)
Supports and effectively manages on‑site LIHTC and/or Section 8 administration and compliance
Oversees payroll and paid time off for site‑employees, and monitors staff overtime
Plans, executes, and enforces site‑specific operational policies and procedures to ensure maximum performance by all employees
Oversight and follow‑up on all violations issued by City, State and Federal agencies
Procures all vendors, services and necessary materials transparently and in accordance with C+C policies and procedures, and ensures that spending is aligned with budget projections, and actively reviews and approves invoices
Mitigates and aggregates pre‑acquisition Housing Quality Standards (HQS) violations, which include uploading completed NE‑2 forms onto the Division of Tenant Resources (DTR) portal
Oversees implementation and effectuation of all resident A/R collections + legal arrears process
Oversees rent collection and resident arrears outreach as per guidelines issued by NYCHA, as applicable
Works with counsel and other parties on tenant arrears, insurance matters and other legal issues as they arise
Actively pursues tenant arrears and initiates non‑payment proceedings
Oversees BAEZ (mold survey & remediation) mitigation + reporting process as required by NYCHA reporting requirements
Closely monitors and supervises staff responsible for all trackers required by C+C management, NYCHA, government entities, partners, etc.
Oversees the coordination with Builders on construction and resident relocation, as applicable
Historical tracking and monitoring of monthly resident outreach notifications, working closely with social services, community affairs and community leader teams
Prepares and submits NYCHA related reports no later than the 5th of each month as a NYCHA requirement
Works closely with Development + L+M Builders teams as well as interfaces with related partners, stakeholders and ownership groups
Enacts and enforces organizational initiatives/SOPs
Monitors performance of direct reports and coordinates with HR on progressive disciplinary measures
Plays a critical role with development teams in executing both short‑ and long‑term initiatives/strategies across both the residential and retail components
Oversees incident reporting efforts – ensuring that all parties (site‑security, leadership, insurance and legal teams) are engaged, and details are properly recorded
Manages the violation process until completion
Oversees and ensures that all CAM charges/allocations, multi‑entity cost‑sharing allocations, AR/AP, MOR variance explanations, operating and CAPEX budget‑preparation are effectively handled
Supports the leasing team on any/all renewal, lease termination and/or lease negotiations
Liaises with Community Affairs to ensure resident feedback is incorporated into property operations and supports any/all L+M/C+C Community Affairs initiatives, with social services team/agencies to support the at‑risk residential population and residents as needed
Maintains full accountability and plays a direct leadership role in supervising agency‑specific regular inspections (i.e., REAC, MOR, API, etc.)
Works closely and collaborates with Asset Management team as well as any/all partners, stakeholders, and co‑developers to drive additional value and control expenditures
Manages all CAPEX projects – working closely with AM, builder’s group and RM on bidding/leveling and execution of contract documents
Manages retail/commercial operations pursuant to the lease agreements
Manages the unit turnover process – includes bid‑leveling, estimating, and awarding process
Strategizes and logistically coordinates (operationalize) major projects/initiatives and/or PILOT programs as trend‑setters for the larger portfolio
Engages and serves as direct point of contact for Agency Officials/Representatives (i.e., HPD, HCR, DCA, NHA, HMFA, ESDC, HUD, NYCHA, etc.)
Coordinates BBRI, OCAF, MU2M efforts – at times, directly handling the submissions
Conducts property inspections to verify work performed by maintenance staff and identify areas that may need additional attention
Ensures that staff are trained in all required applications and other tools required to perform their duties. Confirms that staff understand their roles and responsibilities and can achieve desired results
Attends Tenant Association meetings as necessary
Works closely with security team on security‑related initiatives
Bachelor’s degree preferred or a combination of work experience, education and professional designations, certifications
Preferred Certifications: RAM, ARM, AHM, LIHTC and CPM
Minimum Years of Experience Required
2+ years of experience in Property Management Operational role(s) with a college degree –or–
3+ years of experience in direct APM/AGM role at similar scale/scope properties without a college degree
Additional Knowledge, Skills and Abilities
Proficient in Microsoft Office applications
Experience in residential housing (market‑rate and/or affordable) and regulatory compliance
Strong understanding of Building Finance and PM‑specific Financial Reporting
Strong understanding of Regulatory Compliance (Rent‑Stabilization/Fair Housing/Section 8, etc.)
Building system knowledge required
Project management experience
Exemplary customer service skills
Ability to complete tasks/projects on‑time
Competencies/Essential Job Functions This position consists mainly of sedentary work. The position may require exertion of up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The role involves sitting most of the time.
The incumbent must have close visual acuity to perform activities such as: viewing a computer; extensive reading and visual inspection involving small defects.
