DISTINGUISHINGFEATURESOFTHECLASS This position is responsible for directing, overseeing and monitoring the safe, efficient and expeditious operation and maintenance of the City’s water treatment and distribution facility, which maintains a continuous supply of potable water for residential and commercial users. While the ability to exercise independent judgment and make independent decisions is a requirement, general direction is received from administrative personnel. Direct supervision is exercised over assigned personnel. Does related work as required.

TYPICALWORKACTIVITIES:(Illustrative only)

Supervises the daily administration, business and engineering activities of the Water Bureau in the treatment and distribution of water to the City;

Ensure that the City’s water system is operated to maintain continued compliance with the provisions of Subpart 5-1 of the NYS Sanitary Code;

Designs and plans for water main installations and extensions for better service and improved water supply;

Oversees water main and hydrant maintenance activities and water meters and metering installations used to measure water consumption;

Engages, coordinates and supervises the work of outside contractors and consultants and determines if the work meets legal requirements and specifications;

Plans surveys of the water distribution systems and supply system for leaks and other areas of unaccounted for water and recommends corrective action;

Makes frequent inspections of filter and pumping plant equipment to check operations; investigates major complaints regarding the operation of the Water Bureau;

Coordinates Water Bureau activities with the work of other city bureaus, departments and outside agencies;

Supervises the repair of all plant and Water Bureau equipment.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of the principles, practices, procedures and equipment used in the operation, repair and maintenance of a Type 1B surface water plant, with a capacity to treat over 2.5 MGD, operating under filtration avoidance without facilities for clarification; thorough knowledge of sanitary engineering principles, practices and procedures and their application to the operation, maintenance and repair of water distribution and treatment facilities; thorough knowledge of the principles, practices and application of physics, chemistry and bacteriology as they relate to water treatment and purifications; ability to plan, supervise and evaluate the work of others; ability to communicate effectively; ability to establish and maintain effective working relationships; initiative; resourcefulness; tact; courtesy; integrity; good judgment; physical condition commensurate with the demands of the position.

WATERWORKS SUPERINTENDENT MINIMUM QUALIFICATIONS: EITHER

Possession of a Bachelor’s Degree in Engineering or a related field and seven (7) years of experience in managing the operation, maintenance and repair of a municipal water distribution and treatment facility, five (5) years of which must have been in a supervisory capacity; or

Possession of an Associate’s Degree in Engineering or a related field and nine (9) years of experience as described in (A), five (5) years of which must have been in a supervisory capacity; or

Graduation from high school or possession of a High School Equivalency Diploma and eleven (11) years of experience as described in (A) and (B), five (5) years of which must have been in a supervisory capacity; or

An equivalent combination of training and experience as defined by the limits of (A) through (C).

NOTE Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Possession of a minimum Grade 1B Community Water Operator’s Certificate and a Grade D Distribution Operator’s Certificate issued by the New York State Department of Health.

Possession of a Class D Driver’s License valid in the State of New York.
