The Project Manager (PM) provides overall management, leadership, and coordination for FEMA’s Independent Study Program (ISP) Support Services contract. The PM serves as the single point of contact with FEMA’s Contracting Officer (CO) and Contracting Officer’s Representative (COR), ensuring quality, timely, and compliant execution of all deliverables under the Performance Work Statement (PWS). The PM is responsible for all contractor work performed, directs personnel, manages daily operations, and ensures contract compliance with FEMA’s policies, privacy requirements, and service standards.
Responsibilities
Develop and maintain Standard Operating Procedures (SOPs) and monthly statistical reports.
Work with others in a team environment through Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
Coordinate multiple workstreams and maintain contract deliverable schedules.
Ensure compliance with FEMA’s policies on Controlled Unclassified Information (CUI), records management, and Section 508 requirements.
Demonstrate leadership in leading a team of customer service members to provide technical and customer support services for FEMA’s Independent Study Program.
Qualifications
Five (5) years of experience in project management or a related field.
Demonstrated success in leading multi-person teams and supervising staff in a federal or academic training environment.
Strong communication skills (verbal and written) to convey technical and administrative information to FEMA leadership.
Analytical and critical thinking skills for evaluating problems, developing corrective actions, and improving processes.
Decision-making ability to ensure mission continuity and deliverable quality.
Must be able to read, write, speak, and understand English.
Bachelor’s degree (Master’s preferred) in Business, Public Administration, Education, or related field preferred.
PMP or equivalent project management certification preferred.
Experience managing federal training, education, or records administration programs.
Familiarity with Federal Records Act, FOIA, and Privacy Act requirements.
Experience with FEMA or DHS systems and program reporting structures.
CLR and its subcontractors shall abide by the requirements of 41CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
