Project Control Lead

$90/HR - $110/HR (Depending on Experience)
Responsibilities
Support large-scale midstream projects (pipelines, terminals, storage, or gas plants).
Build and maintain integrated project cost and schedule systems.
Develop and implement procedures for project controls, including budgeting, forecasting, and scheduling.
Collaborate with planning/scheduling specialists to ensure accurate project schedules.
Supervise estimating, cost control, planning/scheduling, and risk analysis activities.
Oversee cost engineering: cost control systems, invoice processing, monthly reporting, trending, variance analysis, funding budgets, cash flows, and benchmarking.
Enhance document control, including Management of Change (MOC).
Analyze cost trends and forecasts to identify early budget deviations.
Manage costs by Work Breakdown Structure (WBS) for early detection of variances.
Lead internal audits of commercial control systems.
Work directly with contractors to set progress measurement rules and reporting cadence.
Review and validate contractor cost reports, estimates, and forecasts.
Advise Project Managers on contractor reporting accuracy and contract compliance.
Support change management with project leaders and contractors.
Prepare and update weekly/monthly cost reports for internal and external stakeholders.
Mentor and collaborate with Project Controls Analysts.
Audit contractor progress and ensure scope changes are reflected in plans and budgets.
Approve contractor cost control plans and procedures.
Update financial reports in SAP.
Requirements
High School diploma or GED a minimum; Higher Education is a plus (Bachelor's or higher in Mechanical, Civil, or Electrical Engineering)
Project Management Institute (PMI) certification (PMP, PgMP, PfMP) a plus.
Minimum 10+ years of direct Project Controls experience (not cumulative career experience).
5+ years in Project Controls within oil & gas, refining, or chemical industries.
5+ years of EPC (Engineering, Procurement, Construction) Project Controls experience (pipelines, terminals, storage, or gas plants; greenfield/brownfield).
Experience with large projects ($550M-$1B+) or multiple smaller projects with increasing responsibility.
Advanced SAP PS & PM and Business Warehouse experience are preferred.
Must be able to manage both greenfield and brownfield activities and work closely with internal teams and contractors to ensure successful project delivery.
Proficient in EcoSys (user level), SharePoint, and MS Office.
Expert in estimating, budgeting, forecasting (WBS), project controls, cost engineering, planning, and scheduling.
Legally authorized to work in the U.S.
Excellent communication skills both verbal and written
Experience working with engineering/construction contractors and proprietary project management software.
