Summary

Applicant must possess a Master’s Degree in Business or Health Care Administration from an accredited college or university, or an equivalent Master’s or other advanced degree from an accredited college or university. A minimum of ten years of management experience in an ambulatory care, hospital, or public health agency setting, including service as an administrative officer or executive leader of a health care program, clinic, or hospital, is required. A demonstrated commitment to working in tribal communities and supporting tribal health care is preferred. Candidates must have strong oral and written communication skills, as well as experience in strategic planning, cultural sensitivity, and the development of standards, policies, and procedures. comprehensive knowledge and understanding of Indian Self Determination and Education Assistance Act Tribal governments and Tribal Resolutions, budget and regulations affecting ambulatory clinics, the functions of medical care risk management, human resource management, property and procurement, clinic management and information systems; AAAHC requirements for ambulatory care clinics.

Candidates must possess a valid California Driver’s License with a safe driving record, DMV record required. Must be insurable by the program’s insurance carrier. Must have current CPR certification that complies with the guidelines set by the American Heart Association (AHA) or the American Red Cross. Certification may obtained within 90 days of employment. RSBCIHI is a multi-funded, non–profit organization founded and operated by a consortium of sovereign Indian tribes which provides culturally appropriate, high quality health care services to its Consortium Tribes and other eligible patients in Riverside and San Bernardino Counties, California pursuant to a Title V Compact under the Indian Self Determination and Education Assistance Act (“ISDEAA”). Must be able to work with the Indian community and be sensitive to the Indian culture and its needs.

Major Duties And Responsibilities

Serves as principal advisor to the Board of Directors in all issues related to the health and wellness of RSBCIHI’s patients and tribal communities.

Responsible for timely and accurate information sharing with RSBCIHI’s Board, Tribal communities, staff and patients.

Works as appropriate and as needed directly with the consortium Tribes to ensure effective communication between the Tribes and RSBCIHI.

Plans, organizes, oversees, and reviews RSBCIHI’s programs and services.

Develops Budget plan, assists department supervisors in the establishment of budgets and monitors expenditures against the budget on an ongoing basis.

Coordinates, monitors and reviews the “day-to-day” activities and staff to assure effective and efficient operation.

Coordinates all grant, contracts, private and corporate donations and any other resources.

Identifies new sources for grants, contracts and donations.

Though the Board of Directors is responsible for adopting all policies that govern RSBCIHI, the CEO at the Board’s request develops, revises and implements policies, procedures, standards of care and practice, and goals and objectives. Under the direction of the Board of Directors, the CEO updates this information on an annual basis.

Responsible for the annual review of the Program Administration Manual (P.A.M.), Board Manual and By-laws in coordination with the Executive Committee of the Board.

Creates and implements long and short-term strategies for the Organization, subject to Board approval.

Sets and communicates expectations to personnel and evaluates the performance of key management and supervisory personnel to assure compliance with regulatory standards, policies, procedures and standards of care and practice, which are directed toward improving the health of Indian people.

Conduct regular monthly meetings with the executive staff to evaluate program performance, address challenges, and manage organizational business.

Conduct a regular monthly meeting with Department Directors, Managers and Supervisors to communicate relevant and current RSBCIHI activities, policies, events, budget concerns, etc.

Collaborates with providers and other department supervisors to assure quality patient care and smooth operations.

Review and study changes in legal and procedural requirements which may affect the corporation and implement appropriate changes.

Oversees the management of the credentialing process.

Identifies opportunities for improvement in patient care and operations, establishes objectives to be achieved, and plans, implements, and evaluates the action plan for achieving improvements.

Communicates pertinent information, special instructions and standards with staff and considers ideas/suggestions from the staff.

Performs special projects assigned by the Board of Directors, assumes total responsibility for assigned projects and provides periodic reports on status of projects.

Promotes consistency in personnel compliance with program policies and procedures and regulatory/licensure/accreditation standards.

Makes hiring decisions for executive and management positions, in collaboration with Human Resources and the Board’s Personnel Committee.

Fosters employee development through performance appraisals, constructive feedback, and recognition of exceptional abilities.

Provides education, training and progressive disciplinary action to employees when needed.

Monitors and manages legal risk to the Organization; coordinates with Program attorneys to protect RSBCIHI and its Consortium Tribes from legal risk and assert unique Indian law defenses. Ensures Tribal Sovereignty, Tribal Immunity, Federal Tort Claims Act and other coverage is afforded to the Program in all contracts, policies and third-party agreements as appropriate.

Promotes teamwork among personnel to achieve quality patient care throughout the organization.

Represents the corporation at local, regional and national levels.

Directs and/or participates in meetings, including Board of Directors meetings, in-service programs, committee and administrative meetings.

Works closely with Executive Team and Board to monitor and implement Capital Projects Plan, including construction and operation of new Indian Health Clinics.

Education Master’s Degree in Business or Health Care Administration from an accredited college or university, or an equivalent Master’s or other advanced degree from an accredited college or university.

Experience Ten years of management experience in an ambulatory care, hospital or public health care agency setting, which must be as an administrative officer or executive manager of a health care program, clinic or hospital.

Certification Must have current CPR certification that complies with the guidelines set by the American Heart Association (AHA) or the American Red Cross. Certification may obtained within 90 days of employment.

Ability To Deal with people in situations requiring considerable tact in securing cooperation from Program Personnel. Must be able to work with the Indian Community, and be culturally sensitive to the Tribal cultures and health care needs of RSBCIHI Consortium Tribes and their Tribal communities.

Physical Demands The position requires sedentary work in an office setting with long periods of sitting, some standing, walking, bending, carrying of light items, and driving an automobile. The work may involve intermittent periods of travel by car or air.

Appointment Type Exempt, full-time position (minimum 40 hours/week). Evening and weekend availability required as needed.

Compensation This position is a Contracted Position.
