Our client, an international EPC company, has a permanent opportunity for a Country Representative/ Offshore Project Manager to be based in Houston, TX USA with rotational travel to West Africa.
Job Summary The Country Representative/ Offshore Project Manager will act as the company’s primary representative in West Africa, overseeing the execution of offshore brownfield engineering projects while coordinating closely with the Houston engineering office. The position requires a technically strong, commercially minded leader capable of managing complex projects, client relationships, and in-country operations.
Travel to West Africa will be rotational (typically one month on / one month in Houston) depending on project activity and client requirements.
Job Description
Serve as the company’s primary representative in West Africa, managing client relationships and supporting ongoing and upcoming offshore EPC projects.
Oversee project execution, ensuring coordination between the Houston engineering team and in-country operations.
Lead interface management and resource coordination across engineering disciplines and project functions.
Directly manage select offshore brownfield projects from planning through execution.
Utilize strong technical skills and knowledge to support project execution and delivery.
Coordinate business development efforts including proposals, cost estimates (CTRs), project schedules, and other commercial items to support Company’s growth in country.
Build relationship with local clients and also local Company Angola team.
Maintain close communication with Houston leadership regarding project progress, commercial conditions, and business opportunities in West Africa.
Ensure compliance with company policies, safety standards, and quality procedures.
Coordinate logistics for personnel travel and support local teams as required.
Promote the company’s values and best interests in all interactions with clients, partners, and regulatory bodies.
Requirements
Bachelor’s degree in Engineering from an accredited institution.
10+ years of experience as a Senior Project Engineer or Project Manager delivering upstream oil & gas EPC projects.
Minimum 5 years of experience managing brownfield CAPEX projects on offshore facilities (i.e. floating platforms, FPSOs, topsides).
Experience working for an Owner/ Operator is a plus.
Strong technical background with multi-discipline engineering exposure.
Proven experience developing proposals, cost estimates, CTRs, and project schedules.
Demonstrated leadership, initiative, and ability to work under pressure while meeting deadlines.
Experience in international or remote operations, preferably within Africa or similar environments.
Must have willingness to travel and work overseas on a rotational basis (approx. one month on / one month in Houston).
