The Opportunity

Manage a program with very large or complex inter‑related projects or multiple moderate size projects, representing multisector Capital Improvement Plans ranging from hundreds of millions to more than $1 B in total capital value.

Represent the owner in managing 3rd‑party designers and constructors.

Act as the primary contact on contracts and projects.

Be responsible for all aspects of the program, including all phases of planning and execution of a Capital Improvement Plan.

Lead multi‑disciplinary teams to respond to client priorities.

Key Responsibilities

Provide oversight and direction to B&V project managers, construction managers, program professionals and subcontractors.

Operate in complex management environments with multiple stakeholders.

Interact with senior government or public officials and/or executive‑level clients on significant project matters.

Manage and supervise complex engineering design or construction by 3rd parties as owner’s representative.

Prepare and deliver presentations in support of client programs.

Assess and actively manage risk on behalf of client and B&V.

Routinely resolve high‑risk or very difficult issues with significant scope, schedule and/or financial impact.

Develop and review cost estimates and provide cost management throughout program execution.

Apply advanced understanding and application of project management core processes and methodologies.

Utilize lessons learned to strengthen B&V’s program management processes, procedures and tools.

Assemble, train and mentor staff using internal and external resources.

Preferred Qualifications

MSc Eng., MBA or similar.

Active P.E., PgMP or PMP.

Utility Manager or Program Manager with experience managing CIP projects from >$1.5 M to $10 M+ construction value in sectors such as Stormwater, Roads, Parks, W/WW Facility or Linear projects; at least 1 project >$10 M construction value.

Previous experience leading or overseeing design of at least 5 concurrent design projects in Stormwater/drainage, Roads and/or Bridges, Parks & Rec Facilities, W/WW Treatment Facilities or Linear infrastructure.

Minimum Qualifications

9+ years in a senior project and/or program management role (PM, EM, Planning, Project Controls, etc.).

All applicants must be able to complete pre‑employment onboarding requirements (background check, drug screen, motor‑vehicle records search, etc.).

Certifications

Active P.E., PgMP or PMP.

Work Environment / Physical Demands

Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, performance and assignments.

Typical office and construction environments, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding or high places, exposure to chemicals), atmospheric conditions (fumes, odors, dust, mists, gases, poor ventilation).

Typical tasks include sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods, lifting up to 40 lbs.

Salary Plan: PMT: Project Management. Job Grade: 019.
