Boudreau seeks a Senior Estimator to lead the plan, coordinate, and develop, detailed and accurate project cost estimates. This individual serves as a key resource in analyzing data, evaluating cost drivers, and preparing clear, comprehensive estimate reviews and presentations. This role is based in Corona, CA, and reports directly to the Chief Estimator.

Responsibilities

Prepare comprehensive cost estimates for wet pipeline projects, ensuring all required components—management services, equipment, materials, construction, operations, and related costs—are accurately captured.

Attend client pre-bid meetings and jobsite visits, documenting all relevant verbal and written information communicated during the pre-bid and RFQ process.

Develop project cost estimates using client RFQ documents, drawings, and all information gathered throughout the bidding and award stages.

Clearly explain the basis of each estimate, including labor hour assumptions, resource requirements, and task-level cost drivers.

Maintain strong communication with internal departments, project managers, and clients regarding all estimating activities.

Apply approved costing methodologies, data, and systems to produce detailed estimate breakdowns for use by project managers and project teams.

Support the growth and development of Estimators and support staff through training, guidance, and mentorship.

Collaborate with BPC teams throughout the project lifecycle by assisting with change orders, takeoffs, constructability reviews, and cost forecasting.

Coordinate and evaluate bid submissions.

Provide interim departmental oversight when required.

Perform additional duties as assigned.

Qualifications

10+ years of experience in project cost estimating/project management with an emphasis in wet pipeline industry projects.

Full understanding of Civil Drawings, Water District Standards, Soils Reports, & Project Specifications

Plan Takeoffs Utilizing Onscreen Programs (Planswift, OST, Bluebeam, Etc…)

Proficiency with entire Microsoft Office Suite (Excel, Word, Outlook, & Project)

Ability to communicate effectively and able to provide high-level service in a fast-paced environment

Excellent interpersonal skills.

Education

Bachelor’s degree in construction management or civil engineering, preferred.

Technical & Estimating Skills

Advanced knowledge of construction means, methods, and sequencing

Expertise in developing detailed cost estimates (labor, materials, equipment, subcontractors, indirect costs)

Strong quantity takeoff and cost analysis abilities

Proficiency with estimating software (e.g., HeavyBid, Sage, HCSS, Bluebeam, Timberline)

Ability to interpret complex plans, specifications, and contract documents

Understanding of market pricing, unit costs, and cost trends

Experience preparing competitive bids, proposals, and GMP/Lump Sum estimates

Ability to assess constructability, site conditions, and project risks

Familiarity with value engineering and alternative design solutions

Strong mathematical and analytical skills

Communication & Leadership

Strong written and verbal communication skills

Ability to present estimate assumptions and results to leadership, clients, and project teams

Skilled at negotiating with subcontractors and suppliers

Ability to collaborate cross-functionally with engineers, project managers, and field teams

Experience mentoring and training junior estimators or support staff

Strong relationship-building skills with clients, subs, and vendors
