Procurement and Contracts Support Specialist V - Procurement & Distribution Branch Salary Range:

$6,043.00 - $7,351.00 per month

Description The Hawaii State Department of Education is seeking a Procurement and Contracts Support Specialist V to manage and enhance the state’s procurement processes. The successful candidate will provide technical support, conduct audits, and ensure compliance with the Procurement Code and relevant policies.

Examples of Duties

Revise, clarify, or develop purchasing policies, procedures, and guidelines for staff.

Review outgoing correspondence drafted by staff.

Serve as a technical resource to the Procurement Officer, administrators, and bidders to ensure compliance with the Procurement Code, applicable state and federal rules, and departmental policies.

Conduct periodic reviews of procurement practices and recommend appropriate revisions to policies and procedures.

Perform audits of schools and offices across all procurement areas, prepare reports, and brief senior management on findings and recommendations to correct deficiencies.

Investigate complaints or controversies from requisitioners and vendors or contractors.

Report findings and recommend corrective action.

Resolve complex contract compliance issues (e.g., modifications, change orders, interpretations, cost overruns, transfers, or assignments).

Provide training, guidance, or mentorship to lower‑level specialists and perform work at a higher technical level.

Minimum Qualifications Basic Education/Experience Requirements:

Bachelor’s degree from an accredited institution. Excess experience may be substituted on a year‑for‑year basis if it demonstrates comparable knowledge, skills, and abilities.

General Experience:

Progressive, responsible analytical work involving gathering, evaluating, and analyzing information to resolve problems and recommend courses of action.

Specialized Experience:

Professional experience in procurement and/or contract administration, requiring development of formal bid specifications, contract development, and compliance audits. A minimum of three years total, with at least one year at a level comparable to the Procurement and Contracts Support Specialist IV level.

Supervisor Experience:

For this level, supervisory aptitude (rather than actual supervisory experience) may be accepted, demonstrated through leadership or supervisory responsibilities in projects or teams.

Other Qualifications Driver’s License Requirement:

Current, valid driver’s license.
