We are seeking a Lead Technical Program Manager (Director level, individual contributor) to lead, learn, and grow with our team. This unique role will be based in Toronto, Canada (highly preferred) or Boston, USA, supporting our transformation journey in the Global High Net Worth (GHNW) business.
Our GHNW business is undergoing a three-year transformation to build a new technology platform for our international broker business, expanding across Asia and other jurisdictions. Recent milestones include the first major implementation of Salesforce for New Business and Underwriting, with ongoing initiatives in Policy Administration, Compensation, Customer/Broker Servicing Portal, Correspondence, and other areas to build the new digital platform.
Work Arrangement & Location
Hybrid: 3 days in office, 2 days from home; remote working option is not available.
Office location: Boston – USA (preferred) or Toronto – Canada.
Work timings: Will require being on call with Manulife Asia team early AM EST and/or evening EST hours on a regular basis.
Position Responsibilities
Program management of technology projects supporting various business functions (Product & Pricing, Operations, Marketing, Distribution, Finance, and others).
Interact with global business users to gather high-level project scope.
Support business in preparing business cases or BoW exercises.
Create and support resource strategy and onboarding.
Manage stakeholder/sponsor expectations and ensure project delivery.
Prepare and communicate all project-related plans (project, quality, communication).
Translate requirements into technical specifications applicable across a broad range of projects.
Coordinate with teams across locations to develop IT project release roadmap/plan.
Manage multiple workstreams/country teams and oversee SDLC for end-to-end delivery.
Monitor and report status to stakeholders throughout the program lifecycle.
Set guidelines to ensure deliverables follow Manulife standards.
Lead and set up production operation team post-implementation.
Ensure creation of all project deliverable documents (e.g., data mapping, test cases, test plan, system delivery plan, handover).
Manage and communicate project milestones (scope, cost, time).
Prepare/review SOW documents, including IT budgets.
>Negotiate/manage vendor deliverables from a project perspective.
Required Qualifications
Degree in Information Systems/Technology or related discipline with a strong technical background.
At least 10+ years IT industry experience.
At least 5 years of in-depth project/program management experience.
At least 5 years of experience in technical development prior to project management.
Experience leading complex, large IT system rollouts in financial institutions.
Skill in managing senior stakeholders and IT steering committees.
Preferred experience with global/regional/local projects.
Well-versed in all SDLC phases; experienced in traditional and agile projects.
Ability to build trusted partnerships with Asia regional and global stakeholders (IT and Business).
Hands‑on in preparing/reviewing high‑quality IT project management documents.
Strong experience managing virtual teams.
Experience in life insurance administration systems and finance industry preferred.
Knowledge of JAVA, Angular, microservices, data management preferred.
Excellent presentation, communication, and interpersonal skills.
Fast learner, able to acquire new technology quickly.
Preferred Qualifications
Experience working in a large complex environment is a definite plus.
Experience from a large financial institution is a definite plus.

Salary & Benefits Salary range: $124,250.00 USD – $230,750.00 USD. The actual salary will vary depending on local market conditions, geography and relevant job‑related factors such as knowledge, skills, qualifications, experience, and education/training. Employees also have the opportunity to participate in incentive programs and earn incentive compensation tied to business and individual performance.
