ABOUT THE Division GENERAL DESCRIPTION The Texas Comptroller's Office is looking for an experienced and eager individual to join our Administrative Applications Section within the Information Technology Division. The ideal candidate is passionate about learning new technology and tools to create innovative applications used by internal and external users. You will be involved in working with our internal and external stakeholders in an agile environment to understand business needs and design solutions adopting industry best practices; programming the software solutions with unit testing; leading small to medium‑size technology projects and innovations; researching modern technology and tools; recommending scalable software solutions; working with the DevOps team to enable pipelines; following the entire Software Development Lifecycle from inception to deployment, following an Agile development methodology; guiding and mentoring junior team members; and providing maintenance and post‑production support.
Our Applications Architect, specializing in the Microsoft .NET stack, is a senior technical leader responsible for the comprehensive design, development oversight, and technical strategy of software applications. This role ensures that all Administrative Application’s .NET‑based solutions are scalable, secure, high‑performing, and aligned with enterprise standards and business objectives. This individual will be leading a team of architects and developers to create standardize framework and patterns to be used in all modernized applications created on the new platforms.
WORK HOURS Work hours are 8:00 AM to 5:00 PM, 40‑hour week, Monday – Friday. Occasionally work non‑standard work hours, overtime, and/or additional hours. Hours may change based on business need.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet office requirements, which can vary among different sections (i.e., report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking.
MINIMUM QUALIFICATIONS
Graduation from an accredited four‑year college or university with a bachelor's degree in Computer Science or an Information Technology related field.
Ten (10) years’ of experience in solutions analysis, design, implementation, and support of web‑based applications with relational or NoSQL databases.
Eight (8) years of hands‑on work experience in application architecture and design with microservices‑based modern technology stack and implementing from start to completion.
Six (6) years of experience with leading a team of developers and architects.
Four (4) years of work experience using Cloud technologies.
Two (2) years of work experience leading medium to large scale projects.
Two (2) years of experience using AI‑based coding assistant tools like GitHub Copilot.
PREFERRED QUALIFICATIONS
Ten (10)+ years of work experience using a structured Software Development Life Cycle methodology for software development and maintenance.
Nine (9) years of experience with designing and architecting the web applications related to Microsoft.NET environment (.NETCore, C#, HTML, CSS, React, JavaScript, TypeScript, Micro‑frontend, Module Federation, Webpack, Redux) with databases like MongoDB, SQL Server and/or DB2.
Nine (9) years of experience in CICD and DevOps methodology as a developer.
Five (5) years of experience with Continuous Integration and Continuous Development tools, preferably Jenkins, BitBucket, SonarQube, Git.
Five (5) years of experience implementing complex applications security requirements.
Five (5) years of hands‑on experience working with NoSQL DB like MongoDB or similar.
Four (4) years of work experience designing applications with Linux environment.
Four (4) years of hands‑on work experience with Amazon Web Services Cloud technologies.
Two (2) years of experience with using AI with software development to increase efficiencies.
SUBSTITUTION One (1) additional year of work experience in solutions analysis, design, implementation and support of web‑based applications may substitute for 30 semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
LICENSES/COMPLETIONS (PREFERRED) Scrum Developer certification from an accredited organization.
IN THIS ROLE YOU WILL:
Research industry trends to evaluate technical architecture and patterns to implement CPA’s modern technology initiatives; create proof‑of‑concepts for new solutions, present new architecture ideas to the architecture board; work with internal technology approval chain to get consensus on new technology direction; lead team of architects and developers to create and implement efficient solutions; document solution flows and implementation specs; perform technology implementation and train team members.
Prepare technical architecture presentations of study findings, recommendations, and instructions for proposed system implementations; formulate logical descriptions of problems; implement optimum solutions; work with internal technology approval chain to receive consensus on new technology directions; lead technical projects to completion.
Lead developers and architects, providing constant guidance on technical solutions during execution of system enhancements or building a new system from scratch. Execute coding in various programming languages as needed, develop standard coding standards and practices, outline clear development norms and governance, and execute them.
Conduct section‑wide trainings on new technology direction and recommendations. Lead section‑wide architecture forum to outline architecture framework and own the adoption with modern projects. Lead the development of the standardize framework and implementation with reusability concepts.
Coordinate and lead the development and execution of enterprise‑level technical strategies and technical direction, including establishing processes and procedures for executing and maintaining technology roadmaps.
Respond to problems in an on‑call situation 24 hours a day; perform other related work as assigned.
