The Public Works Department is actively seeking a Public Buildings Facility Manager.

This position reports to the Chief of Public Buildings and is responsible for overseeing the maintenance, budget, capital improvement, security and custodial services for approximately 800 buildings totaling over nine million square feet within the City of Jacksonville.
The salary for this position is commensurate with experience and qualifications.
Responsibilities
Writes bids and technical specifications as they relate to all facility needs for capital projects, repairs, improvements and maintenance.
Specifies equipment, making field inspections, and reviewing existing field conditions as may be required in the planning of new facilities, additions, or alterations.
Attends administrative/project related meetings.
Procures and tracks supplies and expends funds (General Fund, Capital).
Calculates and compares costs for required goods or services to achieve maximum value.
Manages and leads change to ensure minimum disruption to core activities.
Manages expansion/renovation/remodeling/construction projects.
Assists in the evaluation of new and existing facilities for long range planning purposes.
Supervises and manages the work of assigned staff and contractors/vendors.
Trains direct reports in procedures and policies relative to their responsibilities.
Maintains records and up to date information on the condition of each building, report and track preventive and other maintenance.
Assists with management of Public Building’s budget for facilities including development, implementation and monitoring of the annual operating budget.
Ensures that preventive maintenance, asset management and contractor oversight functions are completed in accordance with city policies and procedures, and industry best practices.
Reads, understands, and interprets construction drawings and specifications.
Evaluates individual contributions and group performance and establishes procedures to maximize the effectiveness of the group.
Coordinates work in progress with management personnel of other sections in the Public Works Department.
Plays a major role in Public Building’s annual and strategic planning process including implementing goals and related objectives identified in the City’s/Department’s Strategic Plan as they relate to City facilities.
Reviews and approves vendor invoices.
Ensures adherence to good safety procedures.
Follows Federal and State laws, as well as City of Jacksonville policies.
Communicates clear direction, manages for results, and leads organizational change.
Assigns responsibility, takes corrective action, and demonstrates leadership in evaluating, developing, and motivating employees.
Performs other duties as assigned by the Chief of Public Buildings.
Qualifications
Bachelor’s degree from an accredited institution in Engineering, Architecture, Building Construction Management, or related field.
Five (5) years of professional experience in managing multiple facilities including custodial services, daily maintenance and preventive maintenance.
Certified Facility Manager credentials, current registration as an architect, licensed general contractor or professional engineer.
MS - MBA - MPA from an accredited institution - preferred.
License/Certification/Registration
A valid driver's license is required prior to application and must be maintained during employment in this class.
Must qualify prior to application, obtain, and maintain during employment a City of Jacksonville Public Driver Certification.
Other Requirements
Depending upon assignment, must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff’s Office prior to appointment.
Within thirty (30) days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities.
The level will be determined by current CJIS guidelines and may change periodically.
Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
Depending upon assignment, may be required to obtain specialized certifications.
