is seeking a Shelter Exits & Stabilization Manager/M5 in the Division of Housing Stabilization. Agency Mission:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. The Division of Housing Stabilization aims to ensure that homelessness is rare, brief, and non-recurring. EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. The Division of Housing Stabilization is undergoing transformation to meet unprecedented demand for homelessness prevention and shelter services and housing supply challenges. The Shelter Exits and Stabilization Manager is a critical new role supporting the Exits and Stabilization team. The Shelter Exits and Stabilization Manager ("the Manager") is directly involved in policy development and is responsible for leading and overseeing the implementation of policies and procedures to increase the number and quality of exits from the Emergency Assistance (EA) program, including day-to-day administration of exit and stabilization programs. The Manager works closely with exit workstream leads and family shelter leads to ensure effective collaboration across teams in support of exiting and stabilizing families from the Shelter system. The Manager contributes to the agency's mission by increasing family access to appropriate and sustainable housing solutions, employment opportunities, and supportive services. Duties and Responsibilities (Not all inclusive)

Directly involved in the development of policies and strategies to enable successful exits. Oversee implementation of the shelter length of stay policy, responsible for escalations, program management, and coordination across the EA shelter system. Oversee and optimize systems, processes, and day-to-day operations across rehousing, stabilization, and employment. Develop and implement processes with related technology platforms to enable EOHLC to track outcomes for families exiting EA shelter over time. Responsible for reporting and performance monitoring for exit and stabilization programs. Collaborate with the Director of HomeBASE and Rapid Re-housing on the development of a formalized stabilization team and program. Supervision Provide leadership and guidance to staff including completing performance appraisals, supervising staff work and providing ongoing support. Preferred Qualifications

Proven experience in management and supervisory roles within public sector, with a track record of successful program management. Experience working with State and Federal programs with complex regulations and policies and the demonstrated ability to develop necessary strategies for effective implementation. Ability to manage multiple tasks simultaneously as a result of effective planning, delegation and communication. Demonstrated intermediate proficiency using Word, Excel and Outlook. Strong understanding of operational processes and best practices, particularly in the context of contractor support and engagement. Exceptional communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels. Strategic thinker with the ability to analyze complex issues, develop innovative solutions, and drive results. Experience in government or other public sector industry or a related field is highly desirable. Demonstrated ability to thrive in a fast-paced, dynamic environment and adapt to changing priorities. Experience in program evaluation, performance management, or process improvement initiatives. Experience in housing assistance or social services is a plus. Comments:

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. Applicants must have at least (A) five (5) years of full-time or equivalent part-time professional experience in business administration, public administration, public management, or related fields, or (B) any equivalent combination of required experience and substitutions below. Substitutions: A certificate in a relevant field may be substituted for one (1) year of required experience. A Bachelor's degree in a related field may be substituted for two (2) years of required experience. A Graduate degree in a related field may be substituted for three (3) years of required experience. A Doctorate degree in a related field may be substituted for four (4) years of required experience.
