Overview The Fire Department of the City of New York (FDNY) is the largest fire department in the United States, recognized worldwide for its emergency response capabilities. FDNY’s mission is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors across the five boroughs, while educating the public on fire, life safety, and disaster preparedness. The Bureau of Fire Prevention (BFP) focuses on preventing loss of life and property by identifying hazards, enforcing the New York City Fire Code, reviewing critical system plans, licensing qualified fire protection companies, certifying individuals defending fire safety, and educating the public. BFP works closely with the Bureau of Fire Operations and the Bureau of Fire Investigations during post‑fire and investigative activities and coordinates with other city agencies on fire and life safety matters.

Responsibilities Reporting to the Senior Director of Business Operations, the Deputy Director of Human Resources will: develop, direct, and coordinate personnel functions aligned with FDNY’s mission; serve as the BFP’s HR expert, providing comprehensive HR support to BFP staff; collaborate with FDNY’s Human Capital Bureau for compliance with agency and citywide policy; and oversee key HR functions such as recruitment, hiring, employee relations, compliance, timekeeping, and personnel operations.

Minimum Qualifications

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full‑time professional experience in one or more of the following: budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; with at least 18 months in an executive, managerial, administrative or supervisory capacity involving supervision of professional staff.

A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the required 18 months of executive, managerial, administrative or supervisory experience.

Preferred Skills

Deliver high‑level customer service and HR support to executive staff, applying all HR‑related policies, NYC personnel rules, and relevant employment laws.

Translate employment‑related laws and regulations into Bureau‑level policies and best practices.

Ensure accurate, compliant onboarding and off‑boarding for all personnel, including uniformed and civilian employees, consultants, interns, and temporary staff.

Maintain organized personnel records, complying with retention policies and procedures.

Develop and maintain current job descriptions reflecting roles and responsibilities within the Bureau.

Safeguard confidentiality and security of personnel records and sensitive information, ensuring updates to personal and employment data are accurate.

Generate, format, and analyze confidential HR reports using CHRMS, PMS, NYCAPS, and CityTime systems.

Salary: $95,051.00 – $127,802.00
