Who You Are The
Pre‑Development Program Manager
leads and manages design, pre‑construction and construction activities for projects.
You will interact daily with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors and Data Center Operations staff, requiring strong written and oral communication skills.
What You Will Do
Oversee multiple campus projects, maintaining updated budgets, schedules and status reports for each.
Create and communicate monthly development program & project status updates suitable for executive‑level reviews.
Work with stakeholders to create a master development program, including a complete campus design solution and capital budget.
Manage entitlement and permitting needs for assigned site projects.
Implement multi‑phased site development plans to achieve time, budget and quality standards, continuously updating the campus master plan.
Write scopes of work for design, construction and commissioning services; participate in procurement and cost estimates.
Evaluate and level pricing proposals for design, construction and commissioning services.
Collaborate with the strategic procurement team on equipment procurement and delivery processes.
Coordinate submittals with site stakeholders.
Monitor project budget and cost to date against the overall budget.
Establish project schedules and manage teams for on‑time completion.
Review and negotiate contractor change order requests.
Set up site construction security procedures with the security team.
Develop product deployment plans and communicate them with QTS staff.
Assist Sales Engineers and Product teams in custom deal solutioning for prospective clients within schedule and budget.
Maintain relationships as liaison with key QTS stakeholders.
Represent QTS interests in OAC meetings.
Build relationships that enhance QTS’s leadership in data center real estate.
Aid due diligence for potential new sites as needed.
Work with the internal development team to enhance project management processes and protocols.
Perform other duties as assigned.
What You Will Need to be Successful
6+ years of professional experience in commercial real estate development, managing Construction Management and Design‑Build projects from land acquisition through close‑out.
Advanced knowledge of Microsoft Office, especially PowerPoint for executive communication and Excel for budgets.
Ability to travel up to 50% of the time.
Nice To Have
MBA or Master’s in Engineering, Management or related field.
Experience delivering mission‑critical data center facilities.
Extensive MEP trade management experience.
Knowledge, Skill and Abilities
Construction & Engineering Principles – understanding of design‑build, lump sum, and CMAR delivery methods.
Data Center Infrastructure – knowledge of power, cooling, and network design.
Project Management Methodologies – expertise in lifecycle phases, risk management, scheduling and cost control.
Real Estate Development & Entitlement – advanced knowledge of permitting and entitlement processes.
Procurement & Contract Management – experience writing scopes of work, evaluating bids, and negotiating contracts.
Financial Acumen – ability to develop and manage capital budgets and forecast costs.
Regulatory & Compliance Standards – awareness of local, state, and federal construction and data center regulations.
Project Coordination & Execution – manage multiple projects while adhering to budgets and schedules.
Communication & Presentation – strong written and verbal skills for executive and technical audiences.
Stakeholder Engagement – collaborate with cross‑functional teams, contractors, and clients.
Problem‑Solving & Decision‑Making – analyze complex challenges and implement effective solutions.
Technical Proficiency – Microsoft Office (Excel, PowerPoint, Word) for budgeting, scheduling and reporting.
Negotiation & Conflict Resolution – review change orders, negotiate pricing and mediate conflicts.
Leadership & Team Management – lead cross‑disciplinary teams and align efforts with corporate goals.
Strategic Planning – execute multi‑phased site development plans aligned with business objectives.
