Job Description Under minimal supervision and with considerable latitude for initiative and independent judgment, this position performs highly complex engineering functions that include designing, planning, and overseeing work in support of construction, maintenance, and alteration of structures, facilities, processes, equipment, and systems.

Duties, Functions and Responsibilities

Approve, process, and seal plans, specifications, or construction documents by applying engineering standardization and complex calculations within local and state regulatory requirements.

Manage technically complex, high‑visibility priority projects, providing technical proficiency, coordination, and administrative responsibility.

Identify, evaluate, and recommend improvements in preliminary and final designs and design criteria for assigned programs or projects.

Prepare preliminary and long‑range plans, schedules, estimates, budgets, detailed final plans, specifications, special conditions, and agreements.

Provide technical oversight of project progress from design through completion.

Develop and track cost estimates, expenditures, and prepare engineering and feasibility reports and studies.

Prepare preliminary contract documents, specifications, plans, and final agreements; coordinate and oversee contractors, public agencies, and utilities.

Write complex technical specifications for construction contracts.

Review plans and approve permits applying complex engineering standardization and ensuring compliance with local and state regulations.

Inspect and monitor projects for legal compliance; perform complex calculations to analyze preliminary results.

Draft and recommend contract change orders, negotiate financial arrangements, and manage contract adjustments.

Lead design teams in preparing preliminary and long‑range plans, schedules, estimates, budgets, final construction plans and agreements.

Conduct field inspections to ensure contractor compliance with plans and specifications.

Research and perform statistical analysis for validation of reports and publication of results.

Develop standard operating procedures, policies, and ordinances for contracts or projects; provide personnel performance analysis.

Design and maintain database systems for project or program areas.

Prepare and deliver presentations to the public, City Council, or customers.

Provide leadership, assign work, evaluate, and train team members as necessary.

Knowledge, Skills, Abilities

Strong understanding of civil engineering concepts, advanced mathematical techniques, and modern materials and methods.

Knowledge of disciplines such as Civil, Environmental, Structural, Architectural, Mechanical, or Electrical engineering.

Knowledge of City of Austin purchasing and contract policies.

Ability to perform complex engineering computations and interpret engineering drawings, maps, and related documents.

Expertise in cost estimating, contract preparation, and regulatory compliance.

Proficiency in oral and written technical communication and negotiation.

Capability to coordinate multidisciplinary project teams and make decisions beyond established policies.

Competence in using engineering applications, CAD software, and data management tools.

Minimum Qualifications Graduation with a Bachelor’s degree from an accredited college or university in Engineering or a related field, plus eight (8) years of engineering experience acquired before and/or after licensing as a professional engineer.

Licenses and Certifications Required Licensed Professional Engineer (P.E.) in the State of Texas; or if licensed in another state, must obtain a Texas P.E. license within six (6) months of employment.
