Intelligence Planner (Joint Operations) - Mid-Level The Intelligence Planner (Joint Operations) provides expert intelligence integration, planning, and operational support to USINDOPACOM across deliberate, crisis-action, and time-sensitive planning environments. Planners synchronize Defense and National intelligence capabilities—including collection, analysis, targeting, and operational intelligence support—to ensure Combatant Commander (CCDR) decision advantage. Planners operate within the Joint Planning Process (JPP) and Adaptive Planning & Execution System (APEX), supporting strategy development, campaign planning, global integration efforts, and execution of intelligence operations. The ideal candidate has deep experience integrating GEOINT, SIGINT, MASINT, HUMINT, CI, OSINT, and targeting capabilities into operational plans and intelligence architectures.

Mission Area USINDOPACOM - Joint Intelligence Planning (JIP), J2

Intelligence Integration into Joint Planning

Integrates Defense and National intelligence support, including collection, analysis, and targeting, into USINDOPACOM plans, orders, and operational designs.

Supports campaign plan development, crisis management, deliberate planning, contingency planning, and time-sensitive planning using JPP and APEX processes.

Produces intelligence operations supportability assessments and supports red‑teaming functions to challenge assumptions and improve plan rigor.

Collaboration & Relationship Management

Maintains effective working relationships with IC partners, DoD stakeholders, policy committees, and law enforcement organizations to advance intelligence planning.

Coordinates intelligence support across USINDOPACOM components, Service elements, JS J2, ODNI, and national-level intelligence stakeholders.

Defense Intelligence Capability Integration

Integrates and prioritizes Defense Intelligence capabilities to meet CCDR requirements across all phases of operation.

Supports the development of intelligence inputs for Joint Operational Planning, including phase lines, operational objectives, and collection strategies.

Identifies intelligence gaps and capability shortfalls to inform JSPS, ODNI Unifying Intelligence Strategies (UIS), and intelligence modernization needs.

Production & Collection Requirements Alignment

Collaborates with Analytic and Collections Division staff to evaluate capability gaps and operational requirements.

Plans intelligence operations to enable optimized employment of GEOINT, SIGINT, MASINT, HUMINT, CI, OSINT, and other capabilities.

Helps synchronize collection posture across theater to satisfy analytic and operational shortfalls.

Boards, Centers, Working Groups (B2C2WGs)

Participates in Intelligence Planning Boards, Centers, Cells, and Working Groups.

Provides intelligence planning insights to support global integration through JS J2 and ODNI.

Supports NISP development, staffing, and associated J2/J3 processes.

Situational Awareness & Threat Assessment

Maintains global situational awareness, identifying emerging threats to national security to inform planning activities.

Updates intelligence assessments and contributes to rapid revisions during crisis‑action planning or new threat developments.

Plan Development & APEX/JPP Execution

Translates strategic guidance (NSS, NDS, JSCP, CPG, theater guidance) into campaign plans, contingency plans, and EXORD support.

Prepares, updates, and refines Annex B, NISP products, intelligence estimates, and planning appendices.

Upon Presidential or SECDEF direction, supports execution of NISPs and provides inputs to execute orders.

IPT Leadership & Intelligence Architecture Development

Leads or supports Intelligence Planning Teams (IPTs) consisting of all‑source analysts, targeteers, collection managers, system architects, and SMEs across disciplines.

Develops IP timelines synchronized to JPP/APEX milestones, ensuring tailored JIPOE products, Staff Estimates, and intelligence baselines are incorporated.

Incorporates IPT outputs into annexes, appendices, and final planning documentation.

JIPOE Lead Responsibilities

Orchestrates JIPOE support to provide detailed assessments of the operational environment, adversary capabilities, COG analysis, vulnerabilities, targeting information, and likely adversary COAs.

Coordinates across CCMD JIOCs to evaluate databases, holdings, and gaps relevant to planning.

Red Team Coordination

Works with the USINDOPACOM Red Team to evaluate intelligence assumptions, challenge biases, and validate feasibility of IP products.

Operational Objectives & Measures of Effectiveness

Nominates operational objectives, desired effects, and mission success criteria.

Ensures intelligence capabilities are aligned to measure performance, assess risk, and inform readiness to meet prescribed intelligence battle tasks.

Exercise, Working Group, & Conference Support

Supports planning conferences, exercises, war games, and execution events across the AOR—may require periodic international travel.

Facilitates IP B2C2WGs (e.g., IPTs, Planning Groups, Executive Steering Boards), drafting executive-level summaries.

Readiness Reporting

Manages intelligence planning goals and readiness indicators within the Defense Readiness Reporting System (DRRS).

Consolidates inputs to produce quarterly CCMD readiness reporting.

Special Mandatory Qualifications / Highly Desired

Graduate‑Level Certification: Master of Science in Strategic Intelligence (MSSI) – National Intelligence University (NIU) or Equivalent Joint Professional Military Education (JPME) Level I or II.

Advanced Warfighting School (Highly Desired): Training from one or more of Joint Advanced Warfighting School (JAWS), School of Advanced Military Studies (SAMS), Marine Corps MAWS, Air Force SAASS.

Preferred Qualifications

Experience planning intelligence operations at a Joint Staff, CCMD, or Service Component level.

Experience with APEX, JPP, JSCP processes, campaign design, and Annex B development.

Background integrating multi‑INT capabilities (GEOINT, SIGINT, HUMINT, CI, MASINT).

Experience leading IPTs or similar cross‑functional intelligence planning groups.
