Role Plans, directs, and controls the organization’s overall loan and loan control plans and policies. Responsible for the design, development and continual innovation of the Lending Strategic Business Plan. Responsible for the administration of all operations related to the Credit Union’s loan portfolio, delinquency control and serves as custodian of records relating to the aforementioned activities. Develops and supports quality member service by providing ongoing training, coaching and monitoring quality service performance. Directs the lending and collections functions providing leadership, training and supervision while ensuring compliance with company policies and procedures, applicable state and federal banking regulations and laws. Serves as member of the Management Team, bringing forward data-driven insights, strategic ideas, and forward-thinking solutions to support the Credit Union's long-term growth and success.
Major Duties and Responsibilities 25%
Establishes written lending and collection policies that comply with NCUA’s Rules and Regulations, Federal Reserve Board regulations, and other applicable federal and state laws. Ensures the Credit Union’s compliance with Loan and Loan Control regulations, policies, and procedures. Disseminates information pertaining to changes in regulation, policies, and procedures. Develops and implements training programs for employees to meet operational changes required by changes to policies, and procedures. Ensures that all reports are prepared on a timely basis as required by the NCUA, CUNA, FRB and CUMIS. Serves as custodian of all documents relating to the loan portfolio and loan control departments. Administers federal, state and other record retention requirements for the department. Arranges for timely destruction when duration of record retention requirement has elapsed.

Authority and Accountability: Under the direction of the Executive Vice President has the responsibility and control over the loans and loan control operations of the Credit Union.
Establishes the annual departmental operating and capital expenditure budget for annual goals. Works within the established operations budgets and ensures timely reports of any deviation to the budget.
Plans and develops the overall lending and loan collection goals, standards and programs insofar as:
Establishing annual goals and program objectives.
Prepares a plan of action which addresses developing, implementing, administering, and evaluating the established goals and objectives.
Designs a marketing plan which includes new loan programs/program enhancements, estimated dividend and loan rates, budgetary allocation for programs and compliance with all federal and state laws and regulations.
Integrates the loan portfolio plan and allowance for loan loss plan into the Gather FCU financial plan.

Responsible for the development and administration of the internal control program and operational procedures in Loan and Loan Control departments, recommends revisions to departmental policies and procedures, and develops required operational policies and procedures. Reviews and evaluates the Credit Union’s loan and collection programs and develops and recommends changes to the existing policies and procedures.

Develops and implements new loan programs, as well as operational changes to existing programs in order to promote loan activities, increase service to members, and maintain optimal operational effectiveness. Perform due diligence, including cost-benefit analysis of new product and services throughout the planning stages ensuring that product development activity and pricing coincide with the credit union’s overall risk/return profile.

Responsible for the selection, training, and supervision of the employees within the Loan and Loan Control Departments, ensures quality control for departmental work quality, responsible for the performance evaluations of departmental employees, and recommends salary adjustments, position classification action, disciplinary actions, and terminations for approval by the President.
Responsible for the development, implementation, and administration of a Member Quality Service Program, including training programs and quality service performance standards, as it pertains to Loan and Loan Control operations to ensure that operational policies and procedures result in the best service possible.

Maintains an effective delinquency control and follow-up program, as well as the maintenance of all required documents and records including the evaluation and adequacy of the Allowance for Loan Loss account. Assures that guarantors/co-makers and all liable parties on delinquent accounts are notified of the status of delinquent accounts. Responsible for the accurate maintenance of all records, as may be required, to support the actions taken on delinquent accounts. Responsible for the proper legal repossession of the maintenance collateral securing a delinquent loan, of the maintenance and security of that collateral while in the Credit Union’s possession, and the legal disposition of that collateral in the best interest of the Credit Union. Responsible and accountable for the maintenance of all charged off loans.

Serves as member to the Delinquent Loan and Chairs the Loan Review Committees and responsible for the minutes and reports.
Serves as Credit Union’s representative in matters relating to the Credit Union’s attorney, Small Claims Court, collection agencies, and Bankruptcy Court. Serves as member of the ALCO Committee. Serves as Chief Information Officer in area of responsibility.
Must comply with all company policies and procedures, applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control. Assumes accountability in data protection.
Requirements Experience Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Finance, or Management related field plus five (5) years’ experience with two (2) years experience in a key Management or Supervisory position in a financial institution.
Education/Certifications/Licenses A college degree.
Interpersonal Skills The ability to motivate or influence internal or external senior level professionals is a critical part of the job, requiring a significant level of influence and trust. Obtaining cooperation and agreement on important outcomes via frequently complex, senior level dialogues, as well as a professional level of written communication skills are essential to the position.

Physical Requirements Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 20 lbs. Must be capable of climbing / descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day. Must be able to work extended hours whenever required or requested by management. Must be capable of local travel as driver and travel by commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must be capable of regular, reliable and timely attendance.
Working Conditions Must be able to routinely perform work indoors in climate-controlled private office with minimal noise.
