Citywide Executive Director of Highway Operations Job ID: 758836 – Location: 55 Water Street, New York, NY 10041 – Hours: 35 per week – Salary: $94,050.00 – $242,675.00

Responsibilities Direct overall management of the citywide milling and resurfacing program by monitoring productivity and shifting crews citywide to meet workloads. Implement and enforce quality standards and ensure heavy‑duty equipment and operators are available to all crews. Supervise a staff of professional, technical, administrative, clerical and labor employees. Direct management of a central depot in Brooklyn and a second depot in Queens to maximize trucking fleet use and asphalt supply. Determine rental equipment needed for the RRM Milling and Paving Program. Direct the Night Emergency Program (JETS) and ensure night/wknd coverage and correct back‑charge handling. Ensure the city’s resurfacing target is met. Respond to 311 complaints promptly.

Minimum Qualifications

Bachelor’s degree from an accredited college and five years full‑time experience in inspection, maintenance, construction or engineering work related to a large‑scale highway system; at least 18 months in an administrative, managerial or executive capacity or supervising a staff engaged in such work.

Valid New York State Professional Engineer’s License and 18 months supervisory/administrative/managerial/executive experience in civil engineering related to highway construction or maintenance.

Four‑year high‑school diploma or equivalent and nine years of experience described in #1; at least 18 months of supervisory/administrative/managerial/executive experience.

Education/experience equivalent to #1‑#3 and at least 18 months supervisory/administrative/managerial/executive experience as described in #1.

Preferred Skills Experience leading a borough‑wide Highway Maintenance Operation.
