e&e is seeking a Construction Manager for a hybrid contract opportunity in Washington, D.C. The Construction Manager is responsible for overseeing all field construction activities from planning through final project closeout, ensuring projects are delivered safely, on schedule, within budget, and to the highest quality standards. This role requires strong leadership in managing construction crews, subcontractors, and vendors, along with deep expertise in electric utility construction environments such as substations, transmission, and distribution projects. The ideal candidate excels in safety compliance, quality assurance, field coordination, stakeholder communication, and maintaining meticulous project documentation.

Responsibilities Construction Oversight & Field Management

Direct and manage all phases of onsite construction—preconstruction planning, site mobilization, execution, commissioning, and closeout—ensuring strict adherence to project plans, specifications, and regulatory requirements.

Lead, coordinate, and motivate construction crews, subcontractors, and vendors to ensure efficient resource utilization and timely completion of field activities.

Monitor project progress through KPIs, schedule, and budget tracking; proactively identify risks, deviations, and challenges, implementing corrective actions as needed.

Safety & Quality Assurance Leadership

Champion a “Safety First” culture, enforcing OSHA regulations and internal safety protocols across all active construction sites.

Implement and maintain rigorous quality control and assurance processes, ensuring all work meets or exceeds project specifications and industry best practices.

Conduct frequent site inspections to assess safety compliance, work quality, and environmental adherence, addressing any deficiencies immediately.

Partner closely with Project Managers, Engineers, Procurement, and other stakeholders to ensure alignment of construction activities with overall project objectives.

Communicate clearly and professionally with field teams, subcontractors, clients, and regulatory entities, providing timely updates and addressing issues promptly.

Maintain thorough and accurate documentation, including daily field reports, progress photos, safety logs, and other required reporting materials.

Requirements

Bachelor’s degree in Construction Management, Engineering, or a related field.

Minimum of 5+ years of progressive construction management experience, with a proven track record delivering complex electric utility projects (substation, transmission, distribution).

Strong understanding of construction methods, materials, heavy equipment, and OSHA safety regulations relevant to the utility industry.

Exceptional communication, interpersonal, and leadership skills with the ability to mentor and motivate diverse field teams in a high‑pressure environment.

Proficiency with construction management platforms such as Procore or Autodesk Construction Cloud, and other project tracking/reporting tools.

Ability to work onsite in the Washington, DC area and navigate active construction sites.

Preferred Qualifications

Extensive experience with substation construction, upgrades, or maintenance.

Detailed knowledge of electrical safety codes, including NESC and NFPA 70E, as well as applicable utility standards.

Experience managing both union and non‑union labor environments.
