Location of Position:

Maryland State Police, Criminal Enforcement Division, 1523 Signature Drive, Hanover, MD 21076.

Main Purpose of Job The main purpose of the position is to install, repair and maintain electronic surveillance equipment and systems. This highly technical position provides physical electronic assistance, detailed data analysis and implements various methods of technical electronic support to investigators within the MSP and other federal, state and local law‑enforcement agencies. The job also offers technical consultation to division and section commanders for project review, product development and investigative evaluation related to the installation and use of electronic surveillance equipment.

Position Duties Perform complex technical and analytical support for investigative operations, including the use and maintenance of video and digital photographic equipment, network routers and switches, computers, modems, and counter‑surveillance systems. Build, operate, and maintain covert surveillance and intercept equipment, including Title III wiretaps and pen registers. Interpret and analyze collected data such as telephone carrier records, call detail records, and location information to determine patterns of operation. Operate propagation, direction‑finding, and GPS equipment; apply knowledge of electronics, circuitry and high‑voltage installations; and ensure proper traffic control and safety in work zones. Assist with equipment purchase evaluations, inventory management and maintenance, and maintain operational files in accordance with agency policies and MSP Technical Surveillance Unit procedures.

Manage the collection and evaluation of data from video and digital photographic equipment, network routers and switches, computers, modems, and counter‑surveillance systems. Assemble, collect and compile statistical and operational data from reports, field visits and existing records, and prepare courtroom testimony to support technical investigations.

Participate in intra‑ and inter‑departmental meetings, collaborate on special projects, and perform additional duties as required by Command Staff. Time spent on these duties is variable and responsibilities may overlap.

Minimum Qualifications Education: Successful completion of a two‑year program of study in electronics engineering technician theory, practice, equipment and related information technology from an accredited trade school.

Experience: Four years of experience installing, repairing and maintaining covert surveillance and communications systems and equipment.

Notes

Candidates may substitute 30 credit hours in Electrical Engineering, Computer Information Technology, Computer Science, Management Information Systems, including coursework in machine or assembler computer languages, operating system and data communication technology from an accredited college or university for the required education.

Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in Electrical Engineering Technician classifications or Electrical Technician specialty codes in the Electronic Equipment Installation and Maintenance field of work on a year‑for‑year basis for the required experience.

Preferred Qualifications

Experience working in high‑voltage environments and performing technical operations at elevated heights (30 feet or higher).

Experience programming, configuring and deploying law‑enforcement surveillance camera systems.

Experience operating covert systems such as Cell Site Simulators, Technical Surveillance Counter‑Measure devices and conducting covert surveillance missions.

Licenses, Registrations and Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle. They must possess a valid motor vehicle operator’s license in the State of Maryland.

Special Requirements

Candidate will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made; a criminal conviction record may lead to rejection.

Employees will be required to undergo a medical examination to certify the ability to perform essential job functions.

Selection Process The selection process will involve a review of each application. Eligible candidates will be placed on an eligible list categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and will remain eligible for consideration for at least one year from the date of examination.

Examination Process The examination will consist of a rating of education, training and experience related to the position requirements. Candidates may be required to complete a qualifications supplement, and the rating may be based on the application. Applicants may undergo a physical examination, interview, background investigation, polygraph examination and substance abuse testing.
