Metric5 is currently seeking a Scrum Master/Business Analyst to work within a team providing Data Warehouse and Business Intelligence services to our government customers using Agile processes. You will utilize agile/scrum methodologies to oversee and plan work for a team and work with stakeholders, subject-matter experts and end-users to elicit and document requirements and present on iterative work increments for high visibility projects.

Program Details The program you will be supporting has a mission to provide development, security, and operations (DevSecOps) support to U.S. Citizenship and Immigration Services (USCIS) with a focus on development, operations, and modernization of the Agency’s Enterprise Data Warehouse/Data Lake. The team utilizes open-source, AWS Cloud, and Big Data technologies, agile project management practices, and modern DevSecOps delivery to provide the business intelligence support systems to meet the reporting, data analytics, and machine learning/artificial intelligence needs critical to USCIS leadership, data/business analysts, data scientists, and other decision-makers.

Responsibilities

Actively plans and facilitates Agile ceremonies including daily stand up, planning, grooming, demonstrations, and retrospectives.

Communicate regularly and builds strong relationships with product owners, project managers, technical leaders, software developers etc. to identify information needs, facilitate information exchange, and ensure adherence to business requirements and program standards.

Write clear and specific user stories, epics and initiatives which clearly define the who, what and business value of the work

Capture agile artifacts to include user stories (planned vs. actual), velocity charts, burn-down charts, sprint retrospective notes, action items etc.

Analyze business process flows to develop activity models and detailed requirements

Document discussions during facilitated sessions to capture information

Transform business requirements into technical requirements for the development team

Schedule and conducts meetings with development team to gain insight into the state of individual release and sprint plans, schedules, deliverables, milestones, project risks and mitigation

Manage deliverables and communicate updates with the leadership team

Maintain and update risk register

Required Skills

Certified Scrum Master (CSM) certification

Excellent written and verbal communication skills, including the ability to communicate solutions effectively to technical and non-technical audiences

Ability to take ownership of activities and work independently

Strong experience working with Jira and Confluence

Create and manage epics and user stories within Jira and Confluence by working to translate technical requirements through coordination with Product Owner, IT leadership, and development team members

Proactively communicates with Product Owner, Project Manager, Technical Leads, Software Developers, and any other stakeholders to identify information needs, facilitate information exchange, and ensure adherence to business requirements

Manage project backlogs by leading grooming and planning sessions, facilitating story pointing efforts and working with Product Owners to prioritize tasks

Schedule and conduct meetings with assigned technical staff to gain insight into the state of the individual release and sprint plans, schedules, deliverables, milestones, projects risks and migration

Collaborate between scrum teams to ensure dependencies are identified, impediments are removed, and work schedules are aligned

Desired Skills

SAFe Scrum Master certification

Excellent stakeholder/customer management skills

Exceptional presentation skills and presence in front of technical teams and senior agency leadership

Education:

Bachelor’s degree in a technical discipline preferred — Computer Science, Mathematics, or equivalent technical degree, or the equivalent combination of education, professional training, and work experience.

Location

: Reston, VA and Camp Springs, MD — Hybrid (Candidate must be local to the Washington D.C. metro area)

Clearance

: Must be a US Citizen and be able to obtain a government agency Suitability Clearance. USCIS Entry on Duty (EOD) preferred.

Salary: $125,000-$135,000
