About the position:

The Associate Director, Property Tax Services, assists the Director to manage the Property Tax Division of the Harris County Tax Office and ensures full compliance with statutory and departmental requirements. The role drives operational excellence by defining best practices, mitigating risk, and optimizing processes across all Property Tax Services divisions. It oversees continuous training of employees to maintain high service standards, collaborates closely with Budget Management, Financial Services, Treasury, and Audit on day‑to‑day operations, and manages relationships with third‑party depository and merchant services vendors.

The Harris County Tax Assessor‑Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks including:

Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.

Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.

Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.

Additional Revenue Collection: Collect certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.

Duties & Responsibilities

Plan, direct, and supervise personnel by providing training, discussing career path goals, monitoring work performance and providing feedback.

Prepare and approve transfer of misapplied funds to correct/intended accounts.

Maintain relationships with other Tax Office divisions, external organizations and government entities for information.

Manage and prepare the training of new policies, procedures and laws that may impact the division.

Assist managers with the recruitment process, training for new employees and current staff.

Lead and participate in committee activities with vendors and manage team transitions and processes with third party depository, merchant services and property tax software vendors to ensure efficient Tax Office operations.

Oversee property tax collections by our third‑party depository and merchant services vendors.

Handle escalated Property Tax issues with customers.

Other duties as assigned.

Requirements Education and Experience

Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration or a related field. Relevant experience may substitute for the required education.

A minimum of three (3) years of property tax management experience, gained in a county tax office, government tax agency, or municipal finance department, with proven capability in handling complex tax issues, managing staff, and providing effective team leadership.

Knowledge, Skills, and Abilities

Knowledge of property tax regulations, including the Texas State Property Tax Code.

Proven leadership skills and ability to work independently.

Ability to read, analyze, and interpret financial data, general business periodicals, professional journals, technical procedures and government regulations.

Good decision‑making and problem‑solving abilities.

Ability to juggle multiple deadlines and initiatives, which is a routine part of this role.

Ability to prioritize, adapt quickly and identify and recommend areas in need of corrective action.

Strong oral and written communication skills as well as interpersonal skills with all levels of management.

Ability to work independently and function effectively in a team-oriented environment.

Ability to work special hours upon request.

Professional attitude and appearance.

Proficient computer skills in Microsoft Excel, Word, Access.

Excellent analytical and organizational skills.

Preferences Knowledge

Knowledge of payment processing and collection methods.

Work Environment

Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Offices, Harris County and community facilities, both outdoors and indoors.

Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions may be required.

Physical Demands

This role is a standard office role that requires remaining stationary for long periods of time.

At times, boxes or equipment must be transported weighing up to 30 lbs.

It may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting or similar activities.

Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).

Hours

Mon‑Fri 7:45 am – 4:45 pm

Some overtime hours are required on weekdays and weekends

May require attendance at outside training seminars and/or conferences.
