Engineering Program Manager (EPM)
Infrastructure Engineering Inc. (IEI), New York office is looking for an experienced Engineering Program Manager to join our team. IEI is a leading engineering firm known for quality, responsiveness, and a proven track record of success as a prime civil engineering firm. As an Engineering Program Manager, you will coordinate the budgets and schedules for all Engineering deliverables related to the Agency’s major programs, monitor, report, and forecast deliverables within the Agency’s Capital and Annual Operating Plans.
Essential Duties / Responsibilities
Advance projects through established milestones, developing and implementing recovery plans for unanticipated delays.
Assist with the Capital Plan Development by working with Design, Construction and the Line Departments on work plans, project prioritization and the assessment of project feasibility and deliverability while supporting and fostering high levels of team performance.
Act as the primary point-of-contact for the Engineering Department from Design through Construction to ensure budgets and schedules align with the approved portfolio and mitigate potential scope changes.
Collaborate with project teams to retain necessary internal and external resources, including professional services, to advance assigned projects to conceptual/preliminary design or final design.
Conduct or participate in regularly scheduled meetings with appropriate parties to maintain project scope, schedule and budget.
Establish consistent work plans, budgets, business rules and project development for successful delivery of Engineering projects.
Interact with Port Authority staff departments to establish agreements, force accounts and related supports.
Prepare project status reports for supervisors, senior and executive staff on a periodic basis.
Lead the establishment of project risk parameters and develop appropriate risk contingency plans.
Work with Line/Engineering staff to develop detailed project scope of work based on a statement of problem or desired outcome, and establish project economics and timeline in conjunction with stakeholders.
Qualifications
Minimum of 5 years’ experience in progressively responsible positions in the development and delivery of A/E projects.
Bachelor’s degree in engineering or architecture from an accredited college or university.
Demonstrated experience in management, engineering design, and/or construction fields, including establishing plans, setting priorities, and incorporating facility requirements into project plans.
Experience working on Port Authority projects and/or large capital programs from design and construction aspects.
Knowledge of capital planning and assessment, procurement, project planning and development, and risk management protocols.
Superior customer service, decision‑making, problem‑solving, conflict resolution, interpersonal skills, and excellent communication skills for client‑facing responsibilities.
Experience managing and influencing diverse work groups, project teams, and stakeholders including regulatory agencies and public utilities.
Knowledge of Port Authority policies and procedures related to management systems, administration, capital authorization, and agenda review processes.
Knowledge of project management scheduling, cost control, scope/code compliance review procedures, change order process, and multidiscipline engineering and construction principals.
