About The Role Infrastructure Engineering Inc. (IEI) in New York and New Jersey is looking for an experienced

Engineering Program Manager (EPM)

to oversee project life cycles, coordinate budgets and schedules for all engineering deliverables, and monitor, report, and forecast deliverables within the Agency’s Capital and Annual Operating Plans.

Responsibilities

Advance projects through established milestones, developing and implementing recovery plans for unanticipated delays.

Assist with the Capital Plan Development working with Design, Construction, and Line Departments on work plans, project prioritization, feasibility assessment, and deliverability.

Serve as the primary point‑of‑contact for the Engineering Department throughout Design to Construction to ensure budgets and schedules align with the approved portfolio and mitigate scope changes.

Collaborate with the project team to secure necessary internal and external resources, including professional services, to move projects from conceptual/preliminary design to final design.

Conduct and participate in regularly scheduled meetings to maintain project scope, schedule, and budget.

Establish consistent work plans, budgets, business rules, and project development processes for successful delivery of engineering projects.

Interact with Port Authority staff to establish agreements and force accounts in support of project work.

Prepare periodic project status reports for supervisors, senior and executive staff.

Lead the establishment of project risk parameters and develop appropriate risk contingency plans.

Work with Line/Engineering staff to develop detailed scope of work, establish project economics and timelines with stakeholders.

Qualifications

Minimum of 5 years’ experience in progressively responsible A/E project development and delivery.

Bachelor’s degree in engineering or architecture from an accredited college or university.

Proven management experience in engineering design and/or construction, including planning, prioritization, and integration of facility requirements.

Experience with Port Authority projects or large capital programs from design through construction.

Knowledge of capital planning, procurement, project scheduling, cost control, and risk management protocols.

Superior customer‑service, decision‑making, problem‑solving, conflict‑resolution, and interpersonal skills; excellent client‑facing communication.

Experience managing diverse work groups, project teams, and stakeholders, including regulatory agencies and public utilities.

Substantive understanding of Port Authority policies and procedures related to management systems, capital authorization, and agenda review.

Expertise in project management scheduling, cost control, scope/code compliance, change‑order processes, and multidisciplinary engineering principles.
