Proposal Manager Base pay range: $130,000.00/yr - $150,000.00/yr

Responsibilities

Manage and write small‑ to large‑scale strategic proposals to Federal agencies, both independently and as part of a proposal team. Lead SME collaboration, copy editing, Word processing, template formatting, and coordination.

Execute scorecard‑based proposals, including documentation highlights, tags, and summaries.

Lead or assist SMEs in technical approach storyboarding, solutioning and writing, ensuring alignment with win themes, strengths, customer challenges, and market research.

Create proposal‑related documents such as compliance matrices, win‑theme/strength/capability matrices, outlines, schedules, questions, storyboards, color review documents, final proposals, and oral presentation materials.

Communicate and manage deliverables from a diverse team of subcontractors, internal technical, and management personnel.

Write and edit technical approach volumes for technology‑based proposals.

Lead and write various proposal volumes, including technical, management, staffing, past performance, QA/QC, and resumes.

Develop and implement structured, repeatable proposal processes based on industry best practices.

Learn or apply Federal government proposal pricing development.

Manage quick‑turn task‑order responses for existing IDIQ contracts with 7‑ or 10‑day deadlines.

Qualifications

5+ years of relevant experience in proposal management, writing, and facilitation of solution‑based responses to Federal Government RFPs, RFQs, FOPRs, etc.

5+ years of experience working with and guiding technical SMEs to storyboard and develop solutions.

Experience and working knowledge of managing and executing scorecard‑based proposals.

Working knowledge of using AI tools to support content research and proposal development.

Bachelor’s degree required; Master’s preferred (English, Writing, Communications).

Highly detail‑oriented with excellent writing skills and ability to understand technology and solution concepts.

Strong interpersonal skills.

Strong proficiency in Adobe PDF manipulation and MS Office Suite (Word, Excel, PowerPoint).

Strong ability to work with and format Word and PowerPoint templates.

U.S. citizenship required.
