Position Scope and Organizational Impact As a dual‑role leader, you will transition projects from pursuit to execution, managing proposals, budgets, schedules, contracts, and engineering coordination for Limited Notices to Proceed (LNTPs) and EPC agreements. Your work ensures projects are delivered to operations with clarity, precision, and compliance.

Essential Job Duties and Responsibilities

Review and align project estimates and owner proposals with scope, design assumptions, and final contract value.

Lead a high‑performing team of several direct reports, fostering growth, accountability, and operational excellence.

Coordinate owner contract reviews and negotiations with Legal, Contracts, Risk, and Operations.

Procure and manage owner‑provided information (e.g., surveys, geotechnical reports, design criteria) essential for design and permitting.

Support engineering through due diligence activities such as geotechnical testing, utility coordination, site investigations, and pile testing.

Collaborate with Engineering and Operations to develop baseline and target schedules, aligning with cash‑flow projections and material lead times.

Develop and execute Early Works Agreements covering scope, insurance, scheduling, and cost coordination.

Lead preconstruction permitting and ensure a smooth handoff to the construction team.

Maintain preconstruction logs (budget tracking, RFI logs, etc.) and document control systems.

Facilitate owner meetings to address updates, deliverables, and critical path items.

Provide weekly status, schedule, budget, and issue reports to internal and external stakeholders.

Drive estimating through design phases, preparing cost summaries aligned with owner bid forms and Moss templates.

Track design progression estimates and conduct value‑engineering analyses.

Coordinate with internal estimators and operations to align workflow through milestone checkpoints.

Interface with subcontractors and vendors to obtain pricing and maintain prequalification relationships.

Assess risks, scope, and pricing strategies to optimize competitiveness and margin.

Present bid summaries to leadership with clear financial and strategic highlights.

Act as the central point of contact between Moss and project stakeholders during preconstruction.

Support Engineering, Procurement, and Operations with planning and execution strategy development.

Ensure consistent communication across all internal and external contributors.

Participate in handoff meetings to ensure continuity through construction.

Education and Work Experience

Bachelor’s degree in construction management, civil or electrical engineering, business, or related field.

Minimum 4 years’ experience in utility‑scale solar EPC preconstruction, project management, or estimating.

Strong estimating and scheduling knowledge, with the ability to read construction plans and specifications.

Proficiency in estimating tools such as HCSS Heavy Bid, Accubid, MS Project, Primavera, BlueBeam, AGTEK, and InSite.

Advanced computer skills, including Excel, Word, PowerPoint, and project management systems.

Excellent communication and interpersonal skills, capable of leading meetings, influencing outcomes, and building relationships.

Proven leadership skills in coaching and motivating project or estimating teams.

Strong financial and analytical capabilities, with experience in cash‑flow analysis and margin optimization.

Relocation to South Florida preferred for coordinated team leadership.

Basic industry knowledge of utility‑scale solar power plant design, performance modeling, and construction.
