Overview

Consulting Director, Planner/Regulatory Specialist role at ERM. The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies, with technical expertise in natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. The role supports ERM’s Capital Project Delivery service offering and provides opportunities for leadership, client engagement, and potential advancement toward ERM’s path to partnership. Responsibilities

Serve as Expert Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects). Oversee the preparation of technical studies and impact assessment documents (e.g., EIRs, Mitigated Negative Declarations) and act as program manager, lead technical expert, or QA/QC as needed. Lead permit strategy development, specify best management practices, oversee permit applications, and negotiate conditions with state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects with emphasis on permits and consultations with agencies including US Army Corps of Engineers, California Coastal Commission, USFWS, CDFW, and RWQCBs. Collaborate with Account Directors/Managers to grow client engagement, deliver ERM’s services, and identify opportunities within electric/gas transmission and generation markets. Mentor staff consultants, oversee project work, and help identify and develop emerging talent within a high-performance team. Work in cross-functional teams to build ERM’s global business, drive innovation in the Impact Assessment and Planning service offering, and meet business health and safety, financial, and client satisfaction targets. Requirements

BS in biology, environmental science or related field. 8+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California. Business acumen to understand risks and opportunities for enterprise-wide client solutions. Track record delivering multi-million-dollar environmental programs or winning large, strategic projects. Established relationships with California utility companies, particularly PG&E, SCE and Sempra, to leverage opportunities. Ability to cultivate new client relationships in collaboration with Account Directors and teams. Strong understanding of CEQA/NEPA, and technical competence in related impact assessment practices for California electric/gas markets. Experience overseeing CEQA/NEPA document development, including California Public Utilities Commission General Order 131-E. Recognized technical expertise and reputation with regulators in CEQA impact assessment approvals. Strong people leadership skills and ability to manage, develop, and grow a team. Positive, collaborative mindset and alignment with ERM’s global mission. Preferred Requirements

MS in biology, environmental science or related field. 15+ years of consulting experience in California electric/gas transmission and generation markets. Compensation & Benefits

For the Consulting Director, Planner/Regulatory Specialist position, anticipated annual base pay ranges from $138,383 to $198,146 (USD). Final pay position depends on factors including education, qualifications, experience, location, performance, and business needs. Bonus eligibility may apply in certain circumstances.
