Base Pay Range:

$81,494 – $155,459 per year (based on skills and experience).

Summary:

The Psychosocial Rehabilitation and Recovery Center Nurse is responsible for collaboratively managing, coordinating, and providing health care to a defined group of high‑risk patients diagnosed with severe mental illnesses and substance use disorders. Care aims to achieve quality patient outcomes, enhance continuity of care, and minimize health‑care costs.

Qualifications

English Language Proficiency (basic written and spoken English).

Graduate of a school of professional nursing approved by the appropriate accrediting agency (ACEN or CCNE).

OR completed a master's‑level bridge program in nursing with coursework equivalent to a bachelor’s level degree in Nursing.

State license holder may be appointed on a temporary basis and later converted to a permanent appointment upon successful completion of the bridge program.

OR foreign school graduate with current, full, active, and unrestricted registration to an approved school of professional nursing.

Foreign nursing education higher than an associate degree requires a formal degree equivalency validation from a recognized evaluator accepted by VA (e.g., ICD).

Current fully active registration as a graduate professional nurse in a U.S. state, territory, Commonwealth, or Washington D.C.

Graduate Nurse Technician (GNT) Exception: candidates who meet other education requirements but lack licensure may be appointed at the entry step on a temporary appointment while pursuing licensure.

Grade/Level Scope – Nurse I – Level I: Fundamental, knowledge‑based care with an associate degree or diploma.

Grade/Level Scope – Nurse I – Level II: Integration of biopsychosocial concepts; 1 year specialized experience or BSN.

Grade/Level Scope – Nurse I – Level III: Self‑directed complex client management; 2 years specialized experience or BSN + 1 year professional experience.

Grade/Level Scope – Nurse II: Leadership in holistic care; BSN + 2 years experience or MSN + 1 year experience.

Grade/Level Scope – Nurse III: Leadership beyond immediate practice; MSN + 2 years experience or equivalent.

Preferred Qualifications: BSN with 3 years of experience in peer support, including mentoring, advocacy, or equivalent mental‑health recovery work.

Physical Requirements: Visual acuity, keen hearing, clear speech, manual dexterity, ability to walk, stand, stoop, sit, bend, pull, push; may require mechanical lifts.

Potential exposure to infected patients and contaminated materials; may need to don protective clothing; exposure to combative patients.

Completion of annual Employee Health requirements is mandatory.

Driving may be required for home‑based care; GSA vehicle use allowed.

Responsibilities (Duties)

Collaboratively manage, coordinate, and provide health care to high‑risk patients with severe mental illnesses and substance use disorders.

Utilize the nursing process framework: assessment, planning, implementation, and evaluation.

Perform psychiatric and mental‑health nursing care, including complex psychosocial issues and co‑existing medical illnesses.

Collect and analyze patient data to improve care, maximize resources, and enhance the case‑management program.

Commit to patient outcomes, honoring ANA Code of Ethics for Nurses.

Coordinate care for veterans and educate veterans/significant others as indicated.

Adhere to VHA directives, Joint Commission, CARF accreditation, state licensure standards, and VA‑OIG expectations.

Assess, plan, implement, evaluate, and document care, promoting health and achievement of treatment goals.

Administer and prescribe therapies using appropriate judgement; evaluate therapies promptly.

Apply assessment and screening tools to plan and implement care: comprehensive bio‑psychosocial assessment, treatment planning, evaluation, skill development, counseling, crisis intervention, preventive health care, medication education, and administration.
