Base pay range

$96,235.00/yr - $178,313.00/yr

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program approval, award amount (up to $200,000), and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005 – Part II – Chapter 3 – Section A – Paragraph 3.

Licensed to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States, or the District of Columbia (full, current, and unrestricted).

Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS‑11 or GS‑12 grade under the authority of 38 U.S.C. 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a licensed psychologist.

Failure to obtain licensure during that period is justification for termination of the temporary appointment.

Grade Determinations: Staff Psychologist – GS‑11 (Entry Level) Experience: None beyond the basic requirements.

Grade Determinations: Staff Psychologist – GS‑12 (Developmental Level) Experience: At least one year of experience as a professional psychologist equivalent to the next lower grade level (GS‑11); Psychologists not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS‑11 grade level.

Demonstrated Knowledge, Skills, and Abilities: Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations; ability to design and implement effective treatment strategies; ability to incorporate new clinical procedures; ability to conduct research activities, including designing and implementing clinical research projects (staff psychologists with specified research job duties); and ability to perform basic research tasks of scholarship and research execution within the context of an established research team.

Grade Determinations: Staff Psychologist – GS‑13 (Full Performance – Level) Experience: At least two years of experience as a professional psychologist, with at least one year equivalent to the GS‑12 grade level.

Preferred Experience: Familiarity working with Veterans in the Substance Abuse Recovery Program – an intensive outpatient program serving Veterans diagnosed with a mental illness and SUD; familiarity and skill in evidence‑based practices in a Veteran‑centric environment; at least two years in an area of specialized social work practice in mental health and substance abuse treatment.

Physical Requirements: Must pass a pre‑employment physical examination as required by VA Handbook 5019; light to moderate lifting (15–44 lbs); light carrying (15 lbs); reaching above shoulder; use of fingers; both hands required; walking (up to two hours); standing (up to two hours); kneeling (up to one hour); rapid mental and muscular coordination; near vision correction at 13″ to 16″; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; hearing (aid permitted); emotional and mental stability; ability to work closely with others and alone.

Duties

Transform the Washington DC Veterans Affairs Healthcare System (DCVAHCS) Mental Health Service into a recovery‑oriented model of care, assist in sustaining changes, and support further systemic changes as new evidence becomes available.

Develop and enhance programming and service delivery within the Psychosocial Rehabilitation and Recovery Center (PRRC), including inpatient psychiatry and other programs in the Mental Health Service.

Comply with national and local performance measures, including timely health care screening and completion of clinical reminders for patients.

Carry a caseload in the General Mental Health Clinic or other outpatient area as delegated, providing individual and group treatment and clinic coverage (intakes, risk triages) as needed.

Develop a 3‑ to 5‑year plan for the facility that identifies staged implementation of recovery‑oriented services.

Coordinate the evaluation of recovery implementation at the facility and report results to the National Recovery Coordinator (NRC).

Implement measures to assess recovery policy and procedure adherence and assess the extent of the recovery model in Mental Health (MH) programs.

Serve as a recovery ombudsman to MH executive leadership, program managers, and MH staff on recovery and implementation of recovery‑oriented services.

Provide leadership guidance and consultation to staff of units to which assigned.

Support MH executive leadership by providing clinical consultation to the Peer Support program and acting as a support for their supervisors.

Act as the EPIC Team Champion and as the MH Champion for MH Summit and other MH activities throughout the year.

Assist with VA regional or local recovery‑oriented trainings, meetings, or conferences.

Develop an education plan for providers, including didactic presentations, presentations by recovering individuals, information about community resources, VA recovery materials, training on cultural competency, and coordination of local recovery training.

Provide clinical services to Veterans with serious mental illness that affect MH performance metrics, including comprehensive psychosocial assessments, treatment planning, psycho‑educational groups, and case management.

Act as a consultation resource for other Medical Center staff regarding the development of recovery-oriented services, case conceptualization, treatment planning, and evidence-based treatments.

Adhere to patient rights and patient advocacy responsibilities.

Other responsibilities as assigned by MH Service Leadership.

Enriching elements and academic/teaching/training: Provide clinical supervision to various disciplines and levels of training, including trainees seeking licensure in psychology and Peer Support Specialists.
