We’re looking for a Senior Systems Architect to support the National Institute of Health (NIH) National Cancer Institute (NCI) by leading the strategic design, modernization, and integration of Government IT systems, ensuring they align with federal standards and support mission-critical operations. Onsite in Rockville, MD, hybrid possible for right candidate.

Responsibilities
Assess, maintain, and recommend improvements to the Government Enterprise Architecture, including SOA, application architecture, and development frameworks.
Maintain and update all architecture documentation such as software architecture, configuration management plans, developer guides, requirements specifications, and hardware inventories.
Conduct quality reviews, assist with capability planning, and coordinate/support multiple project teams to ensure architectural consistency and best-practice adherence (CMM Level 2+, ITIL 3).
Support monthly environmental baseline reviews and manage/update architectural artifacts, including RWs, TRWs, and EDDs for environment builds.>
Provide technical planning and decision support for current and future IT infrastructure, including assessments of environmental constructs, resource configuration, and performance improvements.
Facilitate enterprise system integration and communication with NIH CIT, NCI CBIIT, and other Government entities, ensuring consistent and secure system interoperability.
Support cloud computing initiatives (especially AWS) and provide assessments and recommendations for the Data Warehouse, public websites/portals, and common services.
Assist the Government in implementing AI, ML, NLP, data analytics, and content management solutions to improve knowledge discovery, reporting, and enterprise-wide efficiencies.
Perform other duties as assigned.
Qualifications
Minimum 5 years of software development experience in 2-tier client/server and 3-tier web applications.
Minimum 5 years of database experience with Oracle, PostgreSQL, and MS SQL.
Demonstrated expertise with SQL, PL/SQL, and Power Scripts for building applications, triggers, stored procedures, and functions.
Experience designing and developing applications using Java and .NET / modern frameworks.
Working knowledge of data warehousing, data mining, and reporting tools.
Experience gathering, analyzing, and interpreting data for business intelligence and system performance.
Experience in implementation and support of enterprise applications, infrastructure, and relevant technologies.
Ability to obtain and maintain a public trust with the NIH.
Desired Qualifications
Experience with multi-tier architectures and enterprise frameworks (Spring, Hibernate, Angular, Struts/Tiles).
Experience with AWS and cloud migration initiatives.
Knowledge of AI/ML/NLP and data analytics technologies.
Experience designing or maintaining content management systems (SharePoint, OpenText).
Experience coordinating with Government entities (NIH CIT, NCI CBIIT) on system integration.
Familiarity with best-practice frameworks (CMMI, ITIL).
Strong ability to produce technical documentation (RWs, TRWs, EDDs, architecture artifacts).
