Financial Analyst role to provide financial, analytical, and operational support to the Graduate Division's Business Operations and Student Funding units at the University of California, Berkeley.

Position Summary The Financial Analyst provides financial, analytical, and operational support to the Graduate Division's Business Operations and Student Funding units. The position manages and reconciles multiple fund sources, including contracts, grants, endowments, and MOUs, ensuring timely and compliant allocation and reporting funding. The analyst administers programs such as the National Science Foundation Graduate Research Fellowship (NSF GRFP), manages and troubleshoots fee remissions, and supports operations and implementation for the Multi‑Year Funding (MYF) platform.
Responsibilities
Manages and reconciles Graduate Division‑administered contract, grant, and endowment funds from local, state, federal, and non‑profit sponsors.
Sets up and maintains smaller contract and grant funds in Phoebe, performs CF1 mapping, budget reallocation, expense accounting, and closeout in BFS.
Ensures that appropriate internal controls are established, maintained, and strengthened to protect University resources.
Consults with external agencies on procedural and reporting issues.
Reviews funding usage by programs to ensure compliance with fund terms, including review and approval of carry‑forward requests.
Supports campus partners by providing training, resources, and guidance on the awarding, administration and financial compliance of departmental, Block Grant, and restricted endowed funding.
Interprets regulations and develops or recommends procedures to ensure compliance and accurate aid delivery for the National Science Foundation Graduate Research Fellowship Program (NSF GRFP).
Plans and monitors the use of funds provided by NSF for distribution to fellows.
Analyzes and forecasts program costs, makes recommendations to minimize expenses, and reconciles large volumes of student data from multiple systems.
Assists the Coordinating Official and Financial Officer; reviews GSR Fellow appointments in UCPath for accuracy between fellowship year, academic year, and payroll dates.
Collaborates with Academic Personnel, Berkeley Regional Services, the Director of Graduate Appointments, and the Fellowship Program Coordinator to ensure correct placement and payment of fellows in the GSR‑Fellow job title, resolves inaccuracies, and ensures compliance with contract and policy requirements.
Provides guidance to other Student Funding Unit staff and GSAOs related to NSF GRFP administration.
Maintains and tracks Graduate Division MOUs to ensure timely review, evaluation, and proper funding allocation.
Collaborates closely with the Senior Financial Analyst on fund allocation strategy and provides operational execution, reconciliation, and reporting to support Division‑wide budget planning.
Facilitates, coordinates, and reconciles procurement and travel transactions using campus systems including BearBuy, bluCard, Travel & Entertainment and Connexxus.
Ensures that purchases are properly allocated within budgeted limits and charged to appropriate fund sources.
Oversees BearBuy requisitions, bluCard reconciliations, and travel and entertainment reimbursements.
Reviews and approves financial journals and standard transactions to ensure accuracy and compliance with campus financial policies.
Documents financial procedures, maintains internal control checklists, and provides guidance to staff on fiscal processing standards.
Supports MYF testing and training as a functional user expert.
Provides system troubleshooting, day‑to‑day support to end users, and maintains procedural documentation.
Assists in identifying improvements to MYF functionality, ensuring accurate reflection of Graduate Division funding sources and commitments within the system.
Processes intercampus and campus fee remissions, including data entry, reconciliation, troubleshooting, and daily load processing.
Responds to student and department inquiries regarding fee remission activity.
Coordinates with SIS and UCPath to correct payment or fund source errors.
Monitors internal controls related to fee remission processes to ensure proper authorization, fund source accuracy, and compliance with UC and collective bargaining agreement provisions.
Enters, reconciles, and invoices LBNL fee remissions as liabilities to ensure compliance with campus policy and MOU requirements.
Reviews daily financial aid fee remission award load in Berkeley Campus Solutions (SIS) for process errors, overriding as necessary.
Loads new fee remission award data daily as well as Legacy Award Entry graduate award loads.
Runs and analyzes data from Cal Answers, BFS, Campus Solutions (CS), SIS, UCPath, and related systems to prepare analyses and summaries of student financial data.
Reviews accuracy of expenses charged to specific chartstrings, initiates corrections, and refers budget allocation adjustments to the Senior Financial Analyst.
Participates in department committees to provide advice on financial and procedural issues.
Participates in Graduate Division staff meetings, retreats and professional development. Other duties as determined by the supervisor.
Required Qualifications
Ability to quickly learn to identify, collect, and analyze information from multiple sources, including numerous UC campus systems: (BFS, CalAnswers, UCPath, SIS, BRS) or similar.
Thorough knowledge of finance policies, practices, and systems.
Proven interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail.
Ability to independently gather required information to organize, and perform financial analysis assignments.
Ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
Ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail.
Proven ability using organizational skills to multi‑task in a high‑volume environment.
Ability to adapt to changing priorities.
Ability to function as a member of a team.
Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

Knowledge of Graduate Student funding practices, including fulfillment of funding packages, funding sources, and programmatic resources.
Bachelor’s degree in a related area and/or equivalent experience/training.
