Capital One is seeking an energetic, self‑motivated Risk Director to join the newly created Network Participant Risk Management (NPRM) Team within the Operational Risk Management second line of defense. The NPRM team’s mission is to establish and launch the second line of defense Network Participant Risk Oversight program to enable value‑add, independent second line of defense challenge and stewardship with regard to the risks Network Participants (e.g., issuers, acquirers, network alliances, etc.) present to the Global Payments Network.
The Director will own and maintain the NPRM governance Policy & Standard and lead effective challenge of the first line of defense risk‑taking decisions and activities relative to Network Participants. As Director, you will also provide guidance to first line business areas and Network Participant management on whether they are meeting Capital One’s program requirements. The overall NPRM team provides the governance structure for NPRM at Capital One, as well as oversight and effective challenge in all areas of Network Participant Risk Management, from individual Network Participant situations to larger bodies of risk that span a business area/division.
Specific responsibilities of the NPRM Risk Director include and are not limited to:
Management and ownership of related policies and/or standards with regard to the Network Participant Risk Oversight Program; includes staying on top of industry trends (both operational risk and Network) to assess for impacts and/or potential enhancements to the program
Provides risk consulting to multiple Business Areas and stakeholders, effectively challenging and being a thought leader in providing guidance to implementing Network Participant risk management practices
Analyzes qualitative and quantitative data to influence others, including senior management, to proactively identify and address risks and trends; provides oversight and guidance during risk assessment and reporting (e.g., RCSA and DORR) and during audits and exams
Executes challenge activities to provide elevated areas of suspected risk and to gain assurance that risk‑taking groups are appropriately representing their control environments
Ensures results of challenge activities are properly documented and communicated, and performs and supports detailed validation data analysis to include trending, problem identification, and development/completion of remediation plans
Consults on Issue/Event analysis and reporting functions to observe trends and provide insights on changes to the Network Participant risk environment
Assists in the development of risks, issues and/or mitigation plans to ensure the business implements needed changes and addresses areas of exposure
Collaborates effectively with stakeholders and leaders across multiple organizations to achieve objectives
Demonstrates problem‑solving and analysis skills with attention to detail
Demonstrates strong communication, collaboration, problem solving and influencing skills across various levels of the organization
Balances multiple priorities to help drive business value and support team objectives, while managing tasks and activities related to risk management initiatives to support the Operational Risk Program in a well‑managed capacity
Leads a team of operational risk professionals in execution of the above responsibilities
Basic Qualifications:
Bachelor’s degree or military experience
At least 5 years of risk management experience within the financial services industry
At least 3 years of experience in third‑party risk or risk governance oversight
At least 2 years of risk management, compliance or legal oversight experience with a payments network
Preferred Qualifications:
5+ years of Project or Program Management experience leading cross‑functional programs in Risk
Experience creating presentations with PowerPoint or Google Slides
Risk management certification such as Certified Third‑Party Risk Professional (CTPRP) or ABA Certification in Operational Risk Management

The minimum and maximum full‑time annual salaries for this role are listed below, by location. Salaries are solely for candidates hired to perform work within one of these locations.
McLean, VA: $200,100 – $228,400 for Director, Risk Management
Richmond, VA: $181,800 – $207,500 for Director, Risk Management
Riverwoods, IL: $181,800 – $207,500 for Director, Risk Management
This role is also eligible to earn performance‑based incentive compensation, which may include cash bonus(es) and/or long‑term incentives (LTI).
