Position Title: Chief Financial Officer
Reports to: Chief Executive Officer
Position Summary
The Chief Financial Officer, as a key member of the Strategic Leadership Team and responsible to the CEO, ensures the financial integrity and sustainability of Claratel while supporting its mission and strategic goals. This position is responsible for planning, organizing, and directing all aspects of the Finance Division, including budgeting, cost accounting and reporting, financial reporting, purchasing, grant compliance, insurance, financial audits, payroll and employee benefits, client payee accounts, and development and administration of Finance Policies & Procedures. The CFO provides input for management decisions and offers information, insight, and guidance on financial matters, and has a fiduciary responsibility to the members of the Claratel Board.
Essential Duties And Responsibilities
Responsible for all financial accounting and reporting functions, ensuring effective financial procedures, systems, and internal controls are in place to maintain compliance with GAAP, as well as applicable federal, state, and local laws, regulations, and requirements.
Oversee the completion of successful annual and other required financial audits.
Serve as strategic advisor to the CEO and Board on financial matters.
Collaborate with clinical and operations divisions to support cross‑functional effectiveness.
Coordinate standards and integrate financial performance measures for clinic operations.
Oversee budgeting, forecasting, and financial planning; prepare annual organizational budget and grant application budgets.
Coordinate with department heads to ensure expenditures adhere to legal and budgetary requirements.
Oversee Payroll, Purchasing, Accounts Receivable, and Accounts Payable functions.
Collaborate with the VP of Revenue Cycle Management to align financial strategy with operational revenue processes.
Monitor cash flow and manage investments and reserves in line with Board policies.
Prepare or oversee financial statements and reports on a monthly, quarterly, and annual basis.
Manage federal, state, and local grants, including budget development and financial tracking.
Maintain insurance, including renewal of general, malpractice, property, and employee health insurance benefits.
Recruit, supervise, train, and evaluate Finance Division staff; promote professional development.
Maintain positive relations with federal, state, county, and city authorities and regulators.
Prepare and ensure the accuracy and timely submission of all regulatory reports.
Prepare monthly financial reports for the Board and attend Board meetings as requested.
Represent Claratel in community and professional organizations related to financial management.
Carry out special projects related to financial operations, including analysis and recommendations for initiatives by Senior Leadership.
Drive continuous improvement in financial performance and reimbursement optimization.
Perform other duties as assigned by the CEO, including acting on behalf of the CEO on request.
Minimum Qualifications
Bachelor’s degree in accounting, finance, business management, or public health administration.
At least five years’ experience in an upper‑level management position responsible for all aspects of financial management and reporting.
At least five years’ experience managing staff.
Certified Public Accountant (CPA) license required or equivalent experience and a Master’s in Business Administration or Health Administration.

The principles of financial management sufficient to direct professional staff and coordinate all aspects involved with the fiscal requirements of Claratel.
Financial and budgetary practices to develop an annual budget, analyze financial data, and prepare financial statements.
Understanding of Claratel’s strategic business objectives and employee performance objectives.
Knowledge of governmental and health‑care fiscal regulations and reporting requirements.
Computer systems, spreadsheet, and financial systems applications.
Required Skills:
Exercise a high degree of initiative, judgment, discretion, and decision‑making to achieve objectives.
Evaluating clinic operations as they relate to policies, goals, objectives, costs, and fees.
Identifying and resolving accounting and financial problems.
Strong analytical, strategic thinking, and problem‑solving skills.
Communicate and interact with line staff, management, governing board members, regulatory authorities, external customers, and vendors.
Commitment to the mission and values of community‑based behavioral health services.
Preferred Qualifications
Significant experience managing the financial operations of a healthcare provider.
Experience in fund accounting for non‑profit or public organizations.
An advanced degree in business administration or public health administration.
