Consulting Director, Planner Regulatory Specialist Join ERM as a

Consulting Director, Planner/Regulatory Specialist, Power and Renewables . This role focuses on environmental permitting and regulatory compliance for large-scale capital projects in California, supporting electric/gas transmission and renewable energy projects.

RESPONSIBILITIES

Serve as the Expert Biologist/Regulatory Specialist for CEQA‑ and NEPA‑related activities and natural resource permitting, including preparation of EIRs, Mitigated Negative Declarations, and related technical studies.

Oversee permit strategy development, best management practices, and negotiation of conditions with state and federal agencies.

Lead permitting and compliance for telecom, energy infrastructure, and linear development projects involving the Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, and Regional Water Quality Control Board.

Collaborate with account teams to diversify ERM services, shape client engagement strategies, and support business development and sales efforts.

Manage and mentor staff consultants, identifying emerging talent and fostering professional growth.

Drive innovation within the Impact Assessment and Planning service offering, staying ahead of client needs and market differentiation.

Maintain business health & safety performance standards, financial targets, project budgets, schedules, client satisfaction, and contractual requirements.

REQUIREMENTS

BS in biology, environmental science, or related field.

8+ years of consulting experience with the electric/gas transmission and generation markets in California.

Business acumen to evaluate business risks and identify enterprise‑wide solutions.

Track record of delivering multi‑million‑dollar environmental programs or winning large, strategic projects.

Established relationships with California utility companies (e.g., PG&E, SCE, Sempra) to leverage existing contract agreements for new opportunities.

Experience overseeing CEQA and NEPA document development, including California Public Utilities Commission General Order 131‑E.

Strong people‑leadership skills and a passion for managing, developing, and growing direct and indirect reports.

PREFERRED REQUIREMENTS

MS in biology, environmental science, or related field.

15+ years of consulting experience in the California electric/gas transmission and generation markets.

Compensation Annual base pay range: $138,383 – $198,146 (USD). Compensation may vary based on qualifications, experience, performance, and business needs. Bonus pay may be available for eligible employees.
