Job Overview
Program Manager – USARPAC Enterprise Pacific IT C4 Solutions (EPICS) mission. The role is based in Oahu, Hawaii, with additional responsibilities across the INDOPACIFIC Area of Responsibility.

Security Clearance Active Top Secret/SCI.
Salary Range $144,410 - $195,378 (based on experience and location).
Responsibilities
Provide full‑lifecycle program leadership across planning, execution, quality assurance, and reporting.
Serve as the primary liaison between the contractor team and government stakeholders, maintaining accountability for performance, deliverables, and risk mitigation.
Lead integrated schedules, cost tracking, and contract compliance across CONUS and OCONUS locations.
Supervise cross‑functional teams, including technical, cybersecurity, and support roles, to ensure coordinated mission execution.
Develop and implement reporting structures, performance metrics, and resource optimization strategies in alignment with mission priorities.
Experience managing projects and/or programs with multiple OCONUS performance locations.
Experience with Government/Military operations in the INDOPACOM AOR.
Experience with SOFA requirements, regulations, and processes within the USINDOPACOM AOR.
An ITIL 4 Managing Professional (MP) certification level or higher.
Minimum of ten years managing and executing complex IT services and projects of similar size, scope, and complexity.
Experience interfacing with the Government at Service Component Command level or higher.
Required Qualifications
Top Secret clearance with SCI access based on a Single‑Source Background Investigation (SSBI).
10+ years of experience planning, directing, coordinating, and managing contractor methodologies and approaches for projects or programs of comparable scope and complexity.
Current DAWIA Program Management Level III OR PMI Project Management Professional (PMP) OR Program Management Professional (PgMP) certification.
10+ years of experience managing and executing complex IT services and projects in multi‑theater, multi‑enclave environments.
Desired Qualifications
Experience managing projects and/or programs with multiple OCONUS performance locations.
Experience with Government/Military operations in the INDOPACOM AOR.
Experience with SOFA requirements, regulations, and processes within the USINDOPACOM AOR.
ITIL 4 Managing Professional (MP) certification level or higher.
Minimum of ten years managing and executing complex IT services and projects of similar size, scope, and complexity.
