This position is located in the Public Service Commission (Commission), Office of Compliance and Enforcement (OCE) of the Office of Technical and Regulatory Analysis ("OTRA") in the District of Columbia. The mission of the Public Service Commission of the District of Columbia is to serve the public interest by ensuring that financially healthy utility companies provide safe, reliable, and quality utility services at reasonable rates for District of Columbia customers, while fostering grid modernization, conservation of natural resources, preservation of environmental quality, and advancement of the District’s climate policy commitments.
The incumbent in this role is responsible for conducting field and facility inspections and investigations to support the enforcement of federal damage prevention and One Call Notification law and the District of Columbia One Call/Underground Facility Protection law. The Damage Prevention Inspector conducts safety inspections of underground facilities location markings, excavation and demolition sites.
Duties And Responsibilities
Carries out detailed field inspections of excavation and demolition sites to ensure compliance with federal and District regulations, including the presence and accuracy of markings and safe practices.
Collects manual and electronic data from the One Call (Miss Utility) Center and the various District utilities regulated by the Commission regarding the total number of requests for markings, markings performed, and damages, entering data into the Commission's One Call database.
Documents all damage prevention inspections and results. Provides evidence of findings using digital or other electronic equipment and maintains separate electronic files for inspection.
Analyzes technical data related to the One Call/Underground Facility Protection program in order to determine the safety adequacy and reliability of natural gas pipeline systems and facilities.
Determines and recommends changes to operations and procedures for damage prevention and underground facility protection improvements, contributing to vital decisions made by the Chief, Office of Compliance and Enforcement.
Investigates reports of damage prevention and underground facility-related incidents and prepares reports on the cause(s) and effects, and records relevant facts for possible use in informal proceedings.
Ensures compliance with federal regulations under the U.S. Department of Transportation’s (USDOT/PHMSA) damage prevention rule and District's One Call law.
Maintains and updates One Call inspection databases and incident records. Monitors and reports on the local gas distribution company's (LDC) compliance with Federal and District One Call and Damage Prevention laws to ensure adherence to safety regulations.
Reviews Washington Gas’ bi‑monthly damage reports for accuracy and possible enforcement actions.
Prepares annual reports to document and evaluate damage prevention effectiveness, compliance, and incident trends, providing essential information for stakeholders and guiding safety improvements.
Qualifications And Education Specialized Experience:
At least one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression, directly related to the position.
Licenses and Certifications:
None.
Working Conditions/Environment The work is performed mostly in the field conducting Damage Prevention and Underground Facility Protection/One Call Program inspections and documenting inspection results. Exposure to weather, traffic, and construction and project site conditions requiring a hard hat and other protective gear is an inherent part of inspections. Regular visits to excavation and demolition sites may involve exposure to construction sites and industrial plant conditions. Some work is performed in an office setting.
Physical Demands The work requires some physical exertion associated with on‑site inspections, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; and recurring lifting of moderately heavy items such as testing equipment and record boxes. The work may require specific, but common, physical characteristics and abilities such as above‑average agility and dexterity.

Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFSCME, District Council 20, and you may be required to pay union dues.
