– The Utah Department of Health and Human Services (DHHS) Division of Finance and Administration (DFA) seeks a Finance Director to oversee the financial management of the Division of Integrated Healthcare (DIH), which includes the state's Medicaid and CHIP programs. The successful candidate will lead a team responsible for complex accounting functions, forecasting, financial reporting, and compliance with federal and state regulations. Responsibilities

Financial Oversight: Direct accounting operations for the Medicaid & CHIP programs, including accounts payable, accounts receivable, general ledger, and reconciliation; ensure accuracy and timeliness of all financial transactions and reports. Budget Management: Collaborate with division management to develop, monitor, and manage the annual Medicaid budget; forecast expenses, analyze variances, and provide regular budget reports to leadership. Federal Reporting: Coordinate accurate preparation and timely submission of financial reports to federal agencies, such as CMS; ensure compliance with federal funding requirements and regulations. Team Leadership: Supervise and mentor a team of accountants and financial analysts; conduct performance reviews and foster a collaborative, high‑performing work environment. Audit Coordination: Serve as a point of contact for internal and external audits; prepare audit documentation, respond to auditor inquiries, and implement corrective actions as needed. Policy & Procedure: Develop, implement, and maintain accounting policies and procedures to improve financial controls and efficiency; ensure all practices align with GAAP. System Management: Utilize and optimize financial management systems and other software to streamline accounting processes. Qualifications

Education: Bachelor’s degree in accounting, finance, or related field (Master’s or CPA license desirable). Experience: At least four years of progressive accounting experience, with two years in a supervisory or lead role; government or non‑profit accounting with federal grant programs is desirable. Knowledge: Understanding of GAAP, governmental accounting standards, and federal financial regulations. Skills: Strong leadership and team management; analytical, problem‑solving, and decision‑making abilities; proficiency in financial software and Microsoft Office Suite (especially Excel); excellent communication and interpersonal skills.
