Base pay range $50.19/hr - $75.00/hr

The Utah Department of Health and Human Services (DHHS) Division of Finance and Administration (DFA) seeks a Finance Director to oversee the financial management of the Division of Integrated Healthcare (DIH) which includes the state's Medicaid and CHIP programs. This is a significant DHHS/DFA position that provides the financial leadership for the multi‑billion dollar program area. The successful candidate will lead a team responsible for complex accounting functions, forecasting, financial reporting, and compliance with federal and state regulations.

This position is a critical part of DHHS/DFA fiscal leadership. The position is responsible for the budget and expenditures of the DIH and must maintain internal controls to ensure payments meet federal and state laws, regulations, administrative rules, and policies. The incumbent should ensure accurate reports of expenditures and budgets are kept and provided to management on a regular basis. This position coordinates with others within DHHS/DFA and may provide supervision and oversight to other areas.

Preference may be given to those with a bachelor's degree or higher in a business or financial related field, years of relevant work and senior management experience, or for a current CPA license. Key Responsibilities

Financial Oversight:

Direct accounting operations for the Medicaid & CHIP programs, including accounts payable, accounts receivable, general ledger, and reconciliation. Ensure accuracy and timeliness of all financial transactions and reports.

Budget Management:

Collaborate with division management to develop, monitor, and manage the annual Medicaid budget. This includes forecasting expenses, analyzing variances, and providing regular budget reports to leadership.

Federal Reporting:

Coordinate accurate preparations and timely submission of financial reports to federal agencies, such as the Centers for Medicare & Medicaid Services (CMS). Ensure compliance with federal funding requirements and regulations.

Team Leadership:

Supervise and mentor a team of accountants and financial analysts. Provide guidance, conduct performance reviews, and foster a collaborative and high‑performing work environment.

Audit Coordination:

Serve as a point of contact for internal and external audits. Prepare audit documentation, respond to auditor inquiries, and implement corrective actions as needed.

Policy & Procedure:

Develop, implement, and maintain accounting policies and procedures to improve financial controls and efficiency. Ensure all practices align with Generally Accepted Accounting Principles (GAAP).

System Management:

Utilize and optimize financial management systems and other software to streamline accounting processes.

Qualifications

Education:

A bachelor’s degree in accounting, finance, or a related field is preferred. A Master’s degree or a Certified Public Accountant (CPA) license is desirable.

Experience:

Recommendation of four years of progressive accounting experience, with two years in a supervisory or lead role. Recommended experience with government or non‑profit accounting, especially with federal grant programs, is desirable.

Knowledge:

Understanding of GAAP, governmental accounting standards, and federal financial regulations.

Skills:

Strong leadership and team management skills.

Excellent analytical, problem‑solving, and decision‑making abilities.

Proficiency in financial software and Microsoft Office Suite, particularly Excel.

Exceptional communication and interpersonal skills.
